Printed copies are also available at Wildlife Resources Game Management and Law Enforcement offices and license vendors throughout Georgia. 8 Switching to semesters Beginning August 2011, Georgia’s 26 technical colleges will convert from the quarter to semester system, a change designed to enhance seamless education and improve the state’s workforce development. The Technical College System of Georgia (TCSG) serves 190,000 students and assists them through the conversion by offering one-on-one advisement sessions and individualized academic plans. Moving to semesters aligns the technical college academic calendar with those of the state’s K-12 school systems, the University System of Georgia and most of the state’s private colleges and universities. About 80 percent of U.S. public and private colleges and universities follow a semester calendar. Semester scheduling offers technical college students ease of transfer to other institutions and calendar alignment that better supports dual and joint enrollment opportunities for high school students. The conversion will not affect CHATTAHOOCHEE TECHNICAL COLLEGE Students from Marietta-based Chattahoochee Technical College’s Environmental Horticulture program bring home top honors, scholarships and award money at the 34th annual Professional Landcare Network Student Career Days event. state or federal financial aid, including Georgia’s HOPE grant and scholarship programs, and annual tuition under the new system will be roughly equivalent to the current cost. A comprehensive new website, TCSGSemester411.com, provides ample information about the quarters-to-semesters conversion and the new academic calendar. —Jackie Kennedy Liberty notes Establishing the Bill of Rights In the July 2010 issue in “Viewpoint,” [page 5], Georgia EMC President/CEO Paul Wood suggested a program to educate citizens about our Constitution. “Liberty notes,” a regular highlight, will serve to fulfill this mission in GEORGIA Magazine. During the Constitutional Convention in 1787, delegates decided against adding a bill of rights to the Constitution since the states already had bills of rights in their constitutions. But during the process to ratify the Constitution, those who opposed the new constitution argued that delegates should vote against ratification because the document lacked a bill of rights. The required number of states eventually ratified the Constitution, but some of the conventions that met in the states to ratMore online at www.georgiamagazine.org ify the Constitution requested that billof-rights amendments be added. The first Congress convened in 1789 and approved 12 amendments. By Dec. 15, 1791, the required threefourths of the states had ratified 10 of these amendments, which we now know as the Bill of Rights.
