Track VII
WORKSHOP ON MUNICIPAL GROUTING
8:30 - 11:55 a.m.
Speakers: Ron Manestar, SE Service Manager,
Aries Industries Inc.;
Marc Anctil, President, Logiball Inc.;
Don Rigby, Vice President, Marketing &
Education, Avanti International
For 50 years, municipal grouting has evolved
responsibly with significant advancements in the last
decade. ASTM standards and operating specifications
are the new norm, yet knowledge gaps exist. This
course delivers a baseline, fundamental knowledge
of how and why injecting grouting stops I&I. With a
holistic approach to include mainlines, manholes,
service laterals and connections, grouting is the
cost-effective method for sealing all points of entry.
This interactive course includes videos, demonstrations and expert tutorial on grouting as a proactive
maintenance tactic and engineered construction
project.

Track VIII
SEWER REHABILITATION
STRATEGY SEMINAR
8:30 - 11:55 a.m.
Speakers: George Kurz, P.E., DEE, Consulting
Engineer, Sewer Capacity Management;
Pat Stevens, P.E., Vice President,
Engineering, ADS Environmental Services
The seminar will include five related presentations:
* State-wide Study Finds 45% I&I Wastes Revenue
and Steals Capacity
* A 10-Step Plan for Municipal I&I Reduction and
Sewer Rehabilitation
* "If I had this to do over" - 12 Steps to Successfully
Measure Effectiveness of Sewer Rehabilitation
* Nashville & Brentwood - Removing 4.1 Billion
Gallons of I&I
* Service Laterals as a Critical Part of the Rehab
Program
The session teaches the System Approach for
aggressive rehabilitation of deteriorated sewers in
priority basins and its proven value versus a "findand-fix" approach.

SEWER CONSTRUCTION & REHABILITATION
8:30 - 8:55 a.m.
Design, Permitting Of Trenchless Crossings Of
USACE Flood Control Projects
Speakers: Mark Miller, PE., Principal, GeoEngineers;
David Sauls, P.E., Senior Principal,
GeoEngineers;
Thomas West, United States Army Corps
of Engineers;
Mark Woodward, P.E., United States Army
Corps of Engineers
Federally regulated flood control structures are a
critical part of the nation's infrastructure, protecting
lives and billions of dollars. Underground utilities are
also important infrastructure components that are
unseen by the public, yet provide numerous benefits.
Where underground utilities need to cross U.S. Army
Corps of Engineers (USACE) flood control structures,
protection of these structures is the first order of
design. This presentation will discuss the important
considerations when designing and permitting
trenchless crossings beneath USACE flood control
projects. It will also highlight the critical nature of ensuring plans and permit requirements are executed
and documented during construction.
9 - 9:25 a.m.
Maximizing Pipeline Capacities To Address
High-Profile, New Development Impacts
Speaker: Chris Brooks, P.E, Senior Project Manager,
RJN Group Inc.
Wastewater flows in the Village Creek Basin are
expected to increase by 18 MGD due to new
development. Previously, a relief interceptor was
designed through a highly congested corridor along
the Arlington and Fort Worth border, including a 681LF, hand dug, 70-inch NAS tunnel liner plate. Revised
plans to maximize carrying capacities in the new
relief pipeline, resulted in a nearly 19% increase, from
48-to 51-inch diameter. Downstream, an increase
from 54- to 66-inch diameter nearly doubled capacity. This presentation will discuss how a 130-MGD
total capacity was achieved for a final $366,457
change order cost.
9:30 - 9:55 a.m.
Tampa Junction Emergency Repair Combines Two
Pipe Rehab Solutions
Speaker: Andrew Costa, Insituform Technologies
A recent project in the Tampa area combined methods to provide full rehabilitation for three different
pipelines. FRP was used on separate segments of
ductile iron pipelines measuring 66-, 90- and 96inch diameter, connecting to a wastewater junction
chamber. CIPP was chosen for a 150-foot section
of 66-inch pre-stressed concrete cylinder pipeline.
Project challenges included access, weight restrictions, and coordination with contractors and plant
operations. Access issues were roof removal, tower
setup inside the vault and tight access at the termination. Coordination with plant personnel enabled
each line to be isolated and mechanical removal of
large, bulky pipe segments.

10 - 10:25 a.m.
Montgomery County's Design-Bid-Build Approach
Takes On Innovative Reline Solution
Speaker: Hugh Mickel, P.E., Director,
Reline Technologies, Contech Engineered
Solutions LLC
Montgomery County (Maryland) officials used the
traditional design-bid-build approach to lining a
96-inch diameter, 470-foot long culvert under
Germantown Road with an 84-inch diameter spiral
rib, aluminized type 2 Corrugated Steel Pipe. When
prep work began inside the culvert with workers
securing their internal bypass piping, a section of
culvert deflected downward and inward about two
inches. The workers reached safety, and engineers
placed temporary struts and poured a concrete
working surface in the invert. Then, an aluminum
tunnel plate lined the pipe. This presentation will
review challenges and solutions on this culvert reline
under 26 feet of cover.
10:30 - 11:55 a.m.
City Panel Discusses Buried Infrastructure
Asset Management
Panelists: P.S. Arora, P.E., Director of Wastewater,
City of Denton;
Jason Iken, P.E., Wastewater Manager,
City of Houston;
Riazul Mia, P.E., Utilities Director,
City of Laredo;
Travis Michel, Lockwood, Andrews &
Newnam Inc.
Cities across the country are balancing growth and
other municipal needs with the investments required
to rehab and replace aging buried infrastructure.
Utility managers are dealing with increasing regulatory and customer service demands, plus funding
limitations. Utilities have employed asset management principals to effectively lower life-cycle costs
and improve system performance. Three perspectives on these issues and practices will be presented:
* Denton's mature bottom-up asset management
program that has all employees engaged in
reducing life-cycle costs and improving customer
service.
* Houston's challenges in managing over 6,000
miles of buried wastewater system assets.
* Developing a strategic asset management plan
for Laredo.

Track I-D
SEWER CONSTRUCTION & REHABILITATION
8:30 - 8:55 a.m.
Dealing With The Sinkhole Phenomenon
Speaker: Thomas Liu, P.E., Wood Group
The sinkhole phenomenon has become a common
scene in today's geological formation. To pipeline
operators, the sinkhole has detrimental effects on
transporting gas and liquid products, safety and
economy. Added stress comes from pipe bending,
overburden, pipe weight and content required
consideration. In addition, internal and external loads
can deform the pipeline to a point of becoming
inoperable and dangerous. The clear span created
