EPA/Corps Prepare New
WOTUS Rule
Teleconferences the Environmental
Protection Agency and Army Corps
of Engineers started in September
are devoted to concerns that
stormwater, wastewater management and drinking water agencies
have about what is called the
"Waters of the U.S." (WOTUS) rule
established by the Obama Administration. A second teleconference
centers on the construction and
transportation industries.
The 2015 rule expanded the
bodies of water and wetlands
which, when crossed or disturbed
as a result of construction - such
as for gas or water pipelines - are
subject to permits that builders
have to obtain. The WOTUS review
was initiated in February through an
executive order signed by President
Trump starting a two-prong process
to review and revise the Obama-era
regulation. The Interstate Natural
Gas Association of America was one
of the signatories to a 2014 letter
prepared by the Water Advocacy
Organization, which laid out serious objections to the WOTUS rule
as it was being developed by the
Obama Administration.

Getting Best Price For Used
Equipment In Tier 4 Era
To provide assistance in navigating
the EPA's Tier 4 mandates, the
Independent Equipment Dealers
Association (IEDA) has released a
free, downloadable white paper,
"Advice from the Experts: Getting
the Best Pricing on Used Equipment
in the Era of Tier 4."
Mandates are driving up the
demand for non-Tier 4, used
construction equipment - a trend
IEDA members predict will continue
for the next several years. Currently,
resale pricing for high-demand,
pre-Tier 4 units has increased by as
much as 20 percent. Tier 3 and earlier units are also getting harder to
find in some equipment categories,

Sporting Clay Event Raises Money For North Texas UCTA Chapter
The North Texas Chapter of the Underground
Construction Technology Association (UCTA) eld its
annual sporting clay event at the Elm Fork Shooting
Sports Complex in Dallas.
The chapter raised more than $11,000 dollars
from the contest, exceeding its goal of $10,000. The
money will support the scholarships given by the
chapter to children and dependents of its members.
Last year, the association gave seven scholarships
of $1,000 each, in addition to supporting the Center
for Underground Infrastructure Research and Education (CUIRE) at the University of Texas at Arlington.
"When we first held this contest in 2011, we never
thought that we would be able to offer this many
scholarships," said Donald Lange, P.E., committee
chair for this event. "It means a lot to our members
and their kids. Moving forward, we hope to increase
our investment in the community."
At the August luncheon, UCTA North Texas
awarded $7,000 in scholarships. The seven
recipients were: Kaitlyn Ray, Paetyn Peterie, Mason
Dillard, Jacob James, Harrison Wendland, Katherine
Dillard and Maria Box. Each was awarded a $1,000
scholarship.
The scholarship committee was chaired by
Matt Penk; members included Tony Almeida, Craig
Crowder and Todd Reck.
The shooting clay event, on Sept. 22, attracted
ers, wheel loaders, dump trucks,
dozers and compact equipment.
In addition to providing an
overview of how a variety of Tier
4 era factors drive prices - from
economic conditions to the seller's
reputation - IEDA's 13-page white
paper delivers valuable strategies
and tips for:

Garver took first place with an average score of 82
(out of a possible 100), while Lockwood, Andrews &
Newnam Inc. (LAN) came in second with 75 points.
Carollo Engineers took third place.
In the individual competition, Will Chism of the
LAN team took the top male honors with an impressive 94 points, and Ellen Carpenter from CP&Y Inc.
was the top female shooter with 41 points.
More than 15 companies sponsored the event,
including Sharp Shooter-level sponsors CP&Y Inc.
and Pure Technologies, with Halff Associates Inc.
stepping up as food sponsor.
