used as the primary tool to sample
air quality for the two principal
test sites (Indiana and California).
These tools are far from perfect.
There are commonly known issues
that can come up relating to the
lenses not being properly cleaned
prior to use. Also, measuring any
water vapor (such as steam) is inherently problematic using a PID
due to the condensation of the
vapor on the PID's sensor, which
risks causing a false-positive. This
phenomenon is known as "water
vapor quenching." Unfortunately, the study does not include any
information on counter-measures
taken, if any, and these common
drawbacks to the methodology are
not accounted for.
Also, as per the study's summary of its methodology, only air was
sampled and tested at either CIPP
steam exhaust points or directly inside the refrigeration truck's
rear door. What wasn't tested
were the following areas: locations
downwind; locations inside nearby
buildings with sewer lateral connections (to test for the validity of
their initial safety claim); locations
in the general vicinity of either
the steam "shooter" or several feet
away from, but not directly above,

you recommend instead of CIPP,
and what will the added costs be to
rate payers and utilities if you are
deeming CIPP steam cure as an unacceptable method?"
There is a reason CIPP steam
cure is so prevalent as a trenchless rehab method for sewers: it's
an extremely cost-effective way to
renew a deteriorated pipe that enables 50 to 100 years of additional
useful life. It requires zero digging,
while causing only a minor and
temporary disruption to street
traffic and use of the sewer, unlike
digging and replacing.
I understand the authors of
the study and the rest of the folks
who presented in this webinar are
scientists or health and safety officers, and they are not professional
engineers or sewer asset managers. I don't expect them to know
the answer to this next question.
However, this is possibly the most
important question one could ask
regarding this study. As conversation around the study continues
to build, this is a question that will
be answered in the "court of public
opinion," and how it gets answered
will determine what kinds of technologies and methods communi-

just inside the general perimeter of
the job site.
These would be the kinds of
locations where any workers or
members of the general public
might be potentially exposed to
CIPP or styrene vapors. Put another way, nobody stands at or directly over the exhaust points of the
CIPP steam during installations
- at least not in any industry-specific guidelines I have ever seen.
This is very important, because if a
study was conducted on fireplace
safety, but instead of sampling the
air in the living room or the den
of a home, the only sample came
from inside the chimney, it would
be inappropriate to conclude that
fireplaces are dangerous. Unfortunately, this study appears to be no
different than the above analogy,
and could have a negative impact
on the continued use and acceptance of the steam-cured CIPP
method as a result.
There were several other questions I posed during the webinar
which the presenters chose to
ignore, but another needs to be
mentioned, given the potential impacts this study could have on our
industry: "What repair methods do

I can't help but note that the
NEHA website's Advocacy section
refers to the tragic circumstances impacting the people of Flint,
Mich., where many families lack
access to safe drinking water due
to the mismanagement of a rapidly
deteriorated underground infrastructure. It's strange to me that
instead of promoting cost-effective methods to repair the pipes
used for wastewater collection
and for transmission of drinking
water, of which CIPP has proven
to be essential, NEHA instead is
choosing to give a platform to a
highly questionable study conducted by a group with a message that
could undermine the trenchless
industry.
What's been missing so far
is any conversation or guidance
around potential alternative methods, and also, crucially, NEHA
does not seem to want to consider
the catastrophic impacts to public health and the environment
that occur due to sewer overflow
events. Over the last 45 years,
CIPP has been instrumental in
preventing these impacts for many
communities.
