written by Underground Construction Editor-in-Chief Robert Carpenter, entitled
"2009 Stimulus Lessons"
I have to say I enjoyed your Stimulus article. It's nice to read an article written by someone who actually understands the subject! That was certainly a
surprise. I was one of the handful of people (unluckily or luckily), that managed one of the ARRA projects of 2009, so I was right there in the trenches during the whole thing. And you were right on the mark with all of your
points. You managed to do it in a short concise way. Amazing! When people
ask me to explain or describe the 2009 ARRA project, I usually don't know
where to start. I appreciate the tricky task of explaining it and giving credit
where it was due as well as you did.
I agree, a federal stimulus is probably the only way to fix the failing national infrastructure. We live in a spoiled generation that has never seen a world
without good roads, bridges, working utilities, reliable power, etc. so there's
no appreciation for them. The local public and political will just doesn't exist in regards to paying for these benefits because they have no clue what it
takes to maintain such infrastructure.

New ASTM International Standard
Aids Pipeline Repair

ASTM International's committee on plastic piping systems is developing a proposed
standard that will provide procedures for rehabilitating or reconstructing pressure
pipelines and conduits used for water, sewer, gas, and petroleum.
The proposed WK60068 standard describes the robotic application of a structurally independent spray-in-place pipe (SIPP) technology. Such application is useful
for the rehabilitation of pressure pipelines constructed of steel, cement, cast iron
and concrete and other related materials that can host spray-applied thermosetting
linings. The linings have been certified by the material manufacturer, through third
parties, for SIPP lining of pressure pipelines.
Currently, the only SIPP standard available to municipal and industrial engineers is
for structurally interactive lining systems, where there needs to be cohesive strength
with the host pipe for the lining to be effective, noted Kent Weissenberg, committee
chair, and CEO and chief technology officer of SippTech.
