The $255 million project is scheduled to
start construction in December and finish in
2023, Lane said.
Sewage and stormwater from many older
parts of the City of Seattle, including the
Ballard, Fremont, Wallingford, and Queen Anne
neighborhoods, is collected and conveyed in one
set of pipes. In dry weather conditions, all sewage
flows to a local wastewater treatment plant.
During wet weather conditions, polluted
runoff can exceed the pipes' capacity, resulting
in an overflow of stormwater and sewage. These
combined sewer overflows (CSO), contain
contaminants that can make people sick and
harm fish, wildlife, and the environment.
The 2.7-mile, 18-foot, 10-inch internaldiameter tunnel, known as the Ship Canal
Water Quality Project-Storage Tunnel project,
is designed to keep more than 75 million gallons
of polluted stormwater and sewage out of the
Lake Washington Ship Canal, Salmon Bay, and
Lake Union on average each year.
Connecticut-based Lane said it and its
parent company, Salini Impregilo, are currently
working on other CSO projects around the
country to prevent future polluted overflows
in nearby water resources including: the
Northeast Boundary Tunnel in Washington,
D.C., valued at $580 million; the Dugway
Storage Tunnel in Cleveland, Ohio, valued at
$153 million; and the Three Rivers Protection
& Overflow Reduction Tunnel in Fort Wayne,
Ind., valued at $188 million.

Proposed Standard
to Support Water Main
Pipe Rehabilitation
ASTM International said its committee on plastic
pipe systems is developing a proposed standard
to be used in the rehabilitation of water mains.
According to ASTM International member
George Gerz, the new standard will be used
for replacing old and failing distribution water
main pipes.
The technology described in the proposed
standard is applied by taking a new deformed
U or C shaped HDPE pipe and inserting it into
an existing failing water main and expanding it
with steam and air pressure back to its round
shape, creating a new structural pipe-withina-pipe. This allows for hundreds of feet to be
installed in an application, creating a jointless
and leak-free pipeline.

proposed standard.
ASTM International integrates consensus
standards developed with its international
membership of volunteer technical experts.
The organization welcomes participation in the

Water Protection Rule
The Trump administration revoked an Obamaera regulation that shielded many U.S. wetlands
and streams from pollution but was opposed
by developers and farmers who said it hurt
economic development and infringed on
property rights.
The 2015 Waters of the United States rule
defined the waterways subject to federal
regulation. Scrapping it "puts an end to an
egregious power grab, eliminates an ongoing
patchwork of clean water regulations and
restores a longstanding and familiar regulatory
framework," Environmental Protection Agency
chief Andrew Wheeler said at a news conference.
Wheeler and R.D. James, assistant secretary
of the Army for civil works, signed the repeal
document.
Since enactment of the Clean Water Act in
1972, the federal government has gone beyond
protection of navigable waterways and their
major tributaries to assert jurisdiction over
"isolated ponds and channels that only flow
after it rains," Wheeler said.
"As the scope expands, so too has
Washington's power over private property and
the states' traditional authority to regulate their
land and water resources," he said.

Aqua Pennsylvania
Acquires Delaware County
Wastewater Assets
The municipal water authority for Delaware
County, Penn., agreed to sell its wastewater assets
to a subsidiary of publicly traded water utility Aqua
America for $276.5 million, the company said.
The transaction between Aqua Pennsylvania
Wastewater and the Delaware County Regional
Water Quality Control Authority (DELCORA) still
required approval by the Pennsylvania Public
Utility Commission. The deal is the latest in
a string of acquisitions by Bryn Mawr, Penn.-

based Aqua, which completed five municipal
acquisitions in Pennsylvania and Illinois last
year and has seven other water and wastewater
agreements expected to close by 2020.
DELCORA assets included in the deal include
168 miles of combined and separate sewer
mains, 14 miles of large-diameter force mains,
and a 50-million gallon-per-day wastewater
treatment plant that serves the western part
of its service territory. It serves a population
of approximately 500,000 people in 42
municipalities in Southeast Pennsylvania, with an
estimated 165,000 retail customers. Wastewater
from the eastern part of the territory is treated by
Philadelphia Water Department.
Prior to the agreement, DELCORA faced
substantial capital investment costs to comply
with U.S. Environmental Protection Agency
mandates to resolve combined sewer overflow
problems. The cost of these projects, and
other capital investments, is estimated to be
approximately $1.2 billion through 2041.
Aqua said it will hire all 136 current DELCORA
employees, honor all DELCORA union contracts,
and offer expanded professional opportunities in
water and wastewater to these employees.

euNetworks Adds New
High-Density Fiber Networks
in Milan and Madrid
West Europe's euNetworks Group said it has built
new duct-based, high-fiber-count networks in
the cities of Milan and Madrid that cover areas of
high bandwidth demand, including the financial
districts and Silicon Alley of Madrid, as well as
directly connecting the key data centers.
With those new networks, euNetworks now
owns and operates deep fiber networks in 17
cities across Europe and also operates a longhaul network that spans the region.
The company is focused on delivering
high bandwidth data center to data center
connectivity both between cities in Europe and
within those cities.

Cranbrook, B.C. Completes
Sewer Relining Project
The city of Cranbrook, British Columbia's 2019
Capital Works Program is wrapping up with the
recent completion of the sewer relining project in
