treatment facility, which is more than 40 years old.
USDA Rural Development provides loans and
grants to help expand economic opportunities and
create jobs in rural areas. A full list of projects being

New Mexico Communities get
Funding for Water Projects
The United States Department of Agriculture
(USDA) is directing nearly $34 million in federal
funding for improvements to water and wastewater systems in New Mexico, including projects
at Laguna Pueblo and the cities of Lordsburg and
Truth or Consequences.
In all, the USDA says, $635 million is being
invested in 122 projects across the country.
A loan and grant ﬁnancing package worth more
than $19 million has been awarded to Laguna Pueblo to rehabilitate existing sewer lines. The money
also will be used to enlarge a sewage lagoon.
Lordsburg will use nearly $5 million to complete
a massive rehabilitation project of the city's water
system. That includes the installation of a backup
power generator and replacement of old water lines.
In Truth or Consequences, more than $9.4
million is going toward system upgrades.

The new plant, which is being constructed on
25 acres of a 50-acre greenﬁeld site east of I-45,
will have a 6 million gallon-per-day (MGD) capacity
with the ability to be expanded to 12 MGD, according to LAN, a national planning, engineering and
program management ﬁrm.
"The new treatment plant will increase the city's
treatment capacity by 50 percent and is Conroe's
largest public works project to date," said Melissa
Mack, P.E., LAN's senior associate and principal.
"It will also reduce the city's operating costs over
the lifespan of the facility."

Construction Site Solution
Doosan Infracore (DI) has unveiled 'Concept-X', an
automated worksite control solution, at its Proving
Grounds in Boryeong City, Korea.
Concept-X is a comprehensive control solution

that can be used to survey worksite topography
via 3D drone scanning, establish operational plans
based on the topographical data, and operate construction equipment such as excavators and wheel
loaders without human intervention. In short, Concept-X realizes the construction site of the future
by having difficult construction work performed
solely by equipment, leaving human personnel free
to concentrate on more sophisticated analysis and
management tasks.
Doosan claims to be the ﬁrst company to
introduce automated solutions across the entire
construction site operation process from surveying
to equipment operation.
Concept-X comprises a wide range of technologies such as image recognition, cognitive/control
technologies, autonomous driving technologies,
5G remote control, 3D drone surveys, as well as
accurate workload estimation and assignment, and
failure prediction technologies.

DI demonstration included a technology designed

LAN Starts Construction of
Conroe Treatment Plant
LEM Construction Co has begun construction of a
$60 million wastewater treatment plant for the City
of Conroe, the fast-growing seat of Montgomery
County, located north of Houston.
Lockwood, Andrews & Newman (LAN), the
project's design engineer, said it is scheduled for
completion in Spring 2022.
Spurred by energy and manufacturing companies and a thriving housing market, Conroe has
experienced signiﬁcant population growth over
the last two decades. According to "24/7 Tempo,"
Conroe has grown from nearly 37,000 people in
2000 to more than 77,000 in 2018 and is currently
the fastest growing city in the United States.
In addition, average wastewater ﬂows at
Conroe's existing Southwest Regional Wastewater
Treatment Plant is nearing an important capacity
benchmark established by the Texas Commission
on Environmental Quality (TCEQ). To meet future
growth and TCEQ mandates, the City of Conroe
decided to build the Conroe Central Wastewater
Treatment Plant.
