Illinois Approves Dakota Access Pipeline Expansion
Illinois regulators have approved Energy Transfer's request to expand the
Dakota Access Pipeline (DAPL) over the objections of environmentalists,
who are seeking to not only block the expansion but to shut down
DAPL's existing operations.
The Illinois Commerce Commission concluded that the expansion would
promote the security and convenience of the public.
" We are pleased with the decision by the ICC, " Energy Transfer spokeswoman Lisa Coleman said. " This now allows us to proceed with the optimization of the pipeline and allows our labor union partners to go to work. "
DAPL is the largest pipeline out of North Dakota's Bakken Basin, with
capacity to transport 570,000 barrels per day (bpd) of crude oil to the
U.S. Midwest and, through connections, to the U.S. Gulf Coast. The planned
expansion approved by the ICC in October would add pumping stations
and equipment to nearly double capacity to 1.1 million bpd.
Industry advocates lauded the ICC's decision as a job creator that will
help the region's economic recovery.
" It's critical we continue to support and expand our nation's pipeline
infrastructure like DAPL to help family budgets and keep our economy
moving - especially in this time of recovery from COVID-19, " said Chris
Ventura, Midwest director for the Consumer Energy Alliance.

In-Pipe Hydropower Project
The City of Hillsboro, Ore., has completed a project that generates
electricity by harvesting excess pressure from a city water pipeline.
The project was completed using technology from InPipe Energy that
bypasses existing pressure control valves and converts excess pressure
from the pipe into electricity.

The project is expected to generate 185,000 to 200,000 kWh or
more of electricity per year that will help power the lighting, electric
vehicle (EV) charging stations and concessions at Hillsboro's Gordon Faber
Recreation Complex.
InPipe says the technology will reduce more than 162,000 pounds of
carbon annually.
" As a growing city, we're excited to pioneer this very practical new form
of renewable energy that will help us continue to meet our climate action
goals and build resilience, " said Hillsboro Mayor Steve Callaway.

Trans Mountain Agrees to Reroute Pipeline

Canada's Trans Mountain pipeline has agreed to reroute a portion of its
expansion project around an indigenous area, according to a filing with
Canadian energy regulators.
The original pipeline route would have crossed an area of the Coldwater
River housing an underground aquifer that is used by the Coldwater Indian
Band. Last month, Trans Mountain filed a revised plan with the Canada
Energy Regulator (CER) detailing a new route with 2 miles of additional
pipe to avoid the area.
The Coldwater Band, along with other tribes, challenged the initial
expansion plan filed in 2013 over concerns that work on the pipeline could
contaminate the aquifer. Trans Mountain was ordered to conduct additional
environmental studies on the proposed route and, in doing so, found a
new route that was technically feasible and unopposed by the Coldwater
Community.
Trans Mountain is hoping to nearly triple the capacity of the current
crude oil pipeline to 890,000 bpd by adding a twin to the existing 715-mile
pipe. The project is projected to cost C$12.6 billion ($9.4 billion).

Excavation-Related Damages to Utilities Cost the U.S. Approximately $30 Billion in 2019
A Common Ground Alliance (CGA) study on 2019 damage reporting
found that an estimated 532,000 excavation-related damages to
underground facilities occurred in the United States in 2019 -
a 4.5 percent over its 2018 estimate of 509,000 incidents.
CGA found estimated that the direct and indirect costs associated
with damaging U.S. underground infrastructure last year totaled
approximately $30 billion in the U.S. in 2019. That figure represents
the amount of public and private resources spent repairing utilities
and restoring utility service, as well as the estimated costs of related
property damage, medical bills, loss of commerce due to business
interruption, and other indirect costs, it said.
Estimated annual damages have trended upward since 2015, but
largely kept pace with increasing construction activity, CGA said.
The non-profit trade association's latest Damage Information Reporting
Tool (DIRT) Report analyzed all 2019 data submitted voluntarily by facility
operators, utility locating companies, one-call (811) centers, contractors,
regulators and others using a statistical modeling process, CGA said.
The report analyzes the root causes of damages to buried infrastructure
to help determine when incidents occur in the excavation process.
While failure to notify the one call center is the single-largest,
individual root cause, contributing to 29 percent of damages, " other root-

cause groupings are converging to become roughly equal, " according to
CGA's analysis. " Excavating issues made up 29 percent of damage root
causes, while locating issues were responsible for 28 percent. Invalid use
of locate resulted in 14% of the reported 2019 damages.
The report included recommendations to help reduce the incidence
of damages, including:

causes (such as examining hand-digging and excavating within
the tolerance zone)

" We have made tremendous progress over the last two decades, "
said Sarah K. Magruder Lyle, president and CEO of CGA. " However,
there is still significant work to do. "
She noted that CGA has introduced the Next Practices Initiative to
address " inefficiencies that exist throughout the system to achieve
the next dramatic reduction in damages. "
