 EXTERNAL
AFFAIRS

HCP  |

Through HCP's expanding External Affairs
program, we are creating a perception of HCP as a
relevant health care resource to members and
external audiences, including legislative bodies,
funders, partners, media, and the public.

DIRECT ADVOCACY EFFORTS
Our expanding advocacy efforts, combined with
others from across the state, have been highly
successful in getting the issue of primary care and the
importance of CHCs before elected officials
in Sacramento and D.C. Through a concerted effort,
HCP has increased the number of face-to-face
meetings with lawmakers and their staffs. Our work is
affording our members an opportunity to make their
voices heard.

Our long-term goal: to reposition HCP members,
and primary care, in the marketplace. In March
2015, HCP contracted with a national PR agency,
HAVAS Formula (located in San Diego). As a result,
HCP logged 31.8 million gross impressions
nationwide between March 1 and July 31.

Policy & Issues Forum, Washington, D.C.
The HCP 2016 delegation of 10, including HCP
leadership, health center staff and board members,
carried a strong message to elected officials on Capitol
Hill. HCP was able to schedule meetings with all eight
Congressional offices, including face-to-face meetings
with Congressman Raul Ruiz (D36), Congressman
Duncan Hunter (D50), Congressman Scott Peters
(D52), and Congresswoman Susan Davis (D53).

In February 2016, HCP welcomed Vernita Todd as
Senior Vice President for External Affairs. She
joined HCP from her position as CEO of Heart City
Health Center and president of the Human Capital
Group. This key recruitment has energized the
Program of Work 2020 areas of Policy, Advocacy
& Communication (PAC).

Day at the Capitol, Sacramento, CA
A 22-member HCP delegation, including
representatives of seven of our members, gathered to
advocate on behalf of California's CHCs. The annual
program hosted by CPCA welcomed more than 300
health center advocates to the Capitol to speak with
legislators about quality health care access and other
issues. HCP was able to meet with 15 Legislative
offices. Face-to-face meetings were held with Reps.
Rocky Chavez, Brian Jones, Jose Medina, and Eduardo
Garcia.

With both HAVAS and Todd on board, and spurred
on by our corporate repositioning, HCP has been
increasingly sought after by regional and national
media to comment on significant news or policy
developments related to health care.
A few examples of coverage: Modern Healthcare;
Our City: San Diego; The San Diego Union Tribune;
San Diego Business Journal; Managed Care Health
Care Magazine; Dessert Review.
