Rep. Adam Smith, D-Wash., introduced H.R. 3825, the Freight Infrastructure Reinvestment Act of 2013, on Jan. 9. It was referred to the House Transportation and Infrastructure Committee. "With our nation's freight expected to double by 2040, it is critical to start making investments in freight and transportation infrastructure now to keep America competitive internationally for years to come." - U.S. Rep. Adam Smith, D-Wash. The bill calls for a fee of 1 percent of the total cost of transport to be imposed upon shippers, with all collected fees going into the National Freight Mobility Infrastructure Fund, a dedicated source of funding for freight mobility improvement projects. "With our nation's freight expected to double by 2040, it is critical to start making investments in freight and transportation infrastructure now to keep America competitive internationally for years to come," Rep. Smith said. H.R. 3825 has drawn opposition from the Owner-Operator Indepen- dent Drivers Association, which on Jan. 16 contended that the bill "would target shippers who use trucks to bear the cost for rail, port and intermodal improvements." The current funding law, the twoyear Moving Ahead for Progress in the 21st Century Act, is due to expire Sept. 30, although Congress could again pass multiple temporary extensions, as it did before finally approving MAP-21 in June 2012. Congressional work toward a MAP21 successor formally got under way with a Jan. 14 hearing of the House Transportation and Infrastructure Committee, during which the committee's chairman, Rep. Bill Shuster, R-Pa., urged that successor legislation focus upon facilitating freight movement. He said he hopes to have a bill ready for floor vote before the August recess of Congress. House T&I Forms New Special Panel The House Committee on Transportation and Infrastructure is initiating a special panel focused on the use of public-private partnerships in project development and delivery. "The private sector possesses unique strengths, advantages and roles when it comes to transportation infrastructure." - U.S. Rep. John J. Duncan Jr., R-Tenn. According to a Jan. 16 announcement, the Panel on Public-Private Partnerships is to be chaired by Rep. John J. Duncan Jr., R-Tenn., who also led the House T&I Committee's first special panel of the 113th Congress, which in October released its findings on the need to improve U.S. freight transportation.
