Highways Funded, for Short Term With a short-term patch keeping federal highway funding in place through May, Congress has bought additional time to agree upon a longerterm solution. H.R. 5021, the Highway and Transportation Funding Act of 2014, was signed into law Aug. 8 by President Barack Obama, following July 31 Senate passage of the House plan for keeping the Highway Trust Fund solvent for 10 months via $10.9 billion in fund transfers and accounting procedures. The approval of H.R. 5021, now Public Law No. 113-159 - which may be read online at www.govtrack.us/ congress/bills/113/hr5021 - came on the eve of the August congressional - U.S. Transportation Secretary Anthony Foxx Although various industry and political groups expressed relief that a short-term fix was agreed upon, there has been emphasis upon the importance of Congress passing longterm successor authorization legislation to the Moving Ahead for Progress in the 21st Century Act, or MAP-21, enacted in 2012.
