Update
$600 Million Going
to TIGER Awardees
The U.S. Department of Transportation has announced grant awards totaling $600 million in the sixth round of its
Transportation Investment Generating
Economic Recovery, or TIGER, program.
The 72 chosen recipients, spanning
46 states, were selected in a competitive process from among 797 eligible
applicants, while the total of $9 billion
requested was 15 times the funding award amount, according to U.S.
Transportation Secretary Anthony Foxx,
who made the fiscal 2014 TIGER awards
announcement Sept. 12.
"As uncertainty about the future of
long-term federal funding continues,
this round of TIGER will be a shot in the
arm for these innovative, job-creating
and quality-of-life-enhancing projects,"
Secretary Foxx said.
New TIGER awards to members of
the Intermodal Association of North
America and related entities include:
* $20 million, Port of Seattle, toward
the $66.1 million Terminal 46
modernization project and related
improvements;
* $20 million, Florida Department of
Transportation, toward the $190
million project to elevate a portion
of U.S. 41 between Miami and
Southwest Florida;
* $15 million, Virginia Port Authority,
toward the $31 million project
to bring a new intermodal gate
complex and related enhanced
highway links to Norfolk
International Terminals; and
* $10.84 million, South Carolina State

million Wando Welch Terminal
rehabilitation project.
The largest single awards were each
for $25 million - one to Maine and
New Hampshire transportation departments, to fund rail components of a
$158.5 million replacement span for the
Sarah Mildred Long Bridge between the
two states, and the other to the New
York City Department of Transportation,
to go toward a $52.8 million pedestrian and bicyclist safety improvement
program.

A total of more than $3.5 billion in
TIGER grants has been awarded since
the program began under the American Recovery and Reinvestment Act of
2009.
Measure Aims
to Expand STB
Leadership of the Senate Committee on Commerce, Science and
Transportation introduced on Sept. 8 a
piece of legislation to make the Surface
Transportation Board an independent
establishment, increase its number of
members to five from three and expedite handling of complaints.
Sen. John "Jay" Rockefeller IV, D-W.
Va., and Sen. John Thune, R-S.D., the
committee's chairman and ranking
minority member, respectively, introduced S. 2777, the Surface Transportation Board Reauthorization Act of 2014,
and the full committee unanimously
approved the bill via voice vote on
Sept. 17.
The National Industrial Transportation League quickly stated its support
for the bill, while the Association of
American Railroads said it would result
in harm to railroads' ability to move
freight, to deliver service levels expected by shippers and to sufficiently
reinvest capital.

Senators Proffer
Rail Safety Act
A bill proposing a comprehensive
overhaul of rail safety laws and protocols is under consideration.
S. 2784, the Rail Safety
Improvement Act of 2014, was
introduced Sept. 10 by Sen. Charles
E. Schumer, D-N.Y., and Sen. Richard
