the U.S. Congress to create a Western
States Transportation Alliance. Those
states are Idaho (H.J.M. 8), North Dakota
(H.C.R. 3034), Utah (S.J.R. 13) and
Wyoming (H.J.R. 8).
Other bills specific to facilitation of
larger loads on trucks in all or part of
respective states include those being
mulled in Florida (S.B. 1554), Illinois (S.B.
1390, with S.R. 233 opposing a weight
limit increase), Michigan (H.B. 4257 and
S.B. 168), Mississippi (H.B. 129), Missouri
(H.C.R. 48), New Mexico (S.B. 52), South
Carolina (H.R. 3789), Tennessee (H.B. 686
and S.B. 817) and Texas (H.B. 2085, H.B.
3722, S.B 1059 and S.B. 1424).
Bills outlawing indemnity agreements in motor carrier transportation
contracts have remained active in Ohio
(H.B. 71) and New Jersey (S.B. 1380).
Measures aiming at enhancing trade
and transportation opportunities are
being considered in several statehouses,
including in Arkansas (H.B. 1258), California (S.B. 63), Connecticut (S.B. 938),
Florida (H.B. 257 and S.B. 956), New Jer-

sey (A.B. 4028 and S.B. 2739), New York
(S.B. 2648) and Pennsylvania (S.B. 224).
Other bills of intermodal transportation industry interest include New
Jersey's S.B. 2277, directing withdrawal
from the compact establishing the
Waterfront Commission of New York
Harbor, dissolving the compact and
commission, and transferring New Jersey operations to the New Jersey State
Police, unanimously approved in both
houses; Arkansas' S.B. 871, modifying
restrictions and compliance requirements for issuance of special permits for
transportation of containerized units,
approved to take effect approximately
July 22; and Texas' H.B. 3061, with a
substitute measure calling for establishment of criteria and an annual permit
fee for movement of ocean cargo shipping containers on a trailer.

Imports Still Down
as Backlog Clearing
Import volume at leading U.S. containerports has continued to decline as
West Coast ports look to recover from
a backlog of cargo that built up before
a tentative new labor agreement was
forged.
According to the April 8 Global Port
Tracker report from the National Retail
Federation and Hackett Associates,
the top ports combined to handle 1.2
million twenty-foot-equivalent units of
import containers in February, down
10.3 percent from January and down
3.6 percent from February 2014.
The February decline followed a
13.4 percent drop in January compared
with December. But the April 8 report
did predict gains for each month from
