Complicated
Picture for
Chassis
A

new federal rule that is intended to
reduce greenhouse gas emissions
starting next year is presenting a complicated
blend of new chassis and trailer rules, market
implications and an uncertain future for the
rule itself.

The Environmental Protection Agency combined with the

known as GHG Phase II, with a staggered compliance date that
begins on Jan. 1, 2018 for newly manufactured trailers and
KPVGTOQFCNEJCUUKU6JGTWNGVJCVYCUƒPCNK\GFKP#WIWUVQHNCUV
year presents a more limited set of compliance requirements for
intermodal chassis compared with those for trailers, which will be
required to meet stricter regulations for carbon dioxide and other
emissions. The rule also sets tighter emissions regulations for
tractors, but those changes do not start until 2021, according to
the timetable laid out in the rule that stretches over 797 pages.

estimated $170 billion in fuel costs by 2027 and eliminate 1.1
billion tons of carbon dioxide emissions.
For intermodal chassis, the rule requires that new equipment
must have low-rolling resistance tires and either an automatic
tire inflation or a tire pressure monitoring system. Chassis that
already are on the road are exempt from the federal rule. Chassis
are characterized in the rule as "non-box trailers" and lumped
together with flatbed trailers and other specialized trailing
equipment.

However, there is much more to the
story from an intermodal standpoint
than the rule's wording, according
to experts such as Glen Kedzie, vice
president at American Trucking
Associations, and John Freiler,
engineering manager at the Truck
Trailer Manufacturers Association.

Containers,
Existing Equipment
Exempt from Rule

Containers and trailing equipment already in use are exempt
from the rule. Experts believe that containers were exempted
because EPA recognized that there were limits to its regulatory
powers to extend the rule to include containers. Freiler observed
that EPA recognized there was no effective way to equip
containers with aerodynamic devices such as fairings or side
skirts because of the fact that containers often are stacked
when they are in use. EPA didn't respond to questions about the
reasons for the container exclusion.
To begin with, Kedzie told Intermodal Insights "we have a lot
