The FMC denied that application, saying
it lacked jurisdiction to approve a merger
that had not yet taken place.

Terminal Agreement Approved
Separately, the FMC allowed the East
Coast Terminal Agreement between ports
in Virginia and Georgia to go forward.
The two ports were seeking approval to
discuss sharing of operational information and other mutual activities, but not
the rates they charge to ocean carriers or
terminal operators.

There also were size-related developments in the chassis business, though on
a smaller scale.
FlexiVan Leasing and Direct ChassisLink Inc. announced what they called the
Asset Sharing Program - Northeast, or
ASPN, effective June 1, uniting two of the
three largest intermodal equipment providers in an effort to stimulate improved
equipment utilization on the New York and
New Jersey docks.
The announcement created a new

chassis pool in the region after multiple
years of efforts by port interests to create
such a pool. TRAC Intermodal, the largest chassis provider in the area, is not a
participant in the new venture.
The two leasing companies will
manage rates and other functions independently, similar to the "pool of pools"
approach used in Southern California that
includes all three companies, where local
officials have lauded that system as a
significant success.

Mario Cordero has become the new executive
director at the Port of Long Beach, returning to
his home California city after departing from the
Federal Maritime Commission, which he chaired
until earlier this year.
A former Long Beach port commissioner,
Cordero replaced Interim Director Duane Kenagy,
who took over from Jon Slangerup. Slangerup
resigned last year.
"I am so pleased to be coming home to the Port
of Long Beach during this time of dramatic change
in the maritime industry," he said. Lori Ann Guzman,
who heads the Port Commission, said that Cordero
was selected because of his extensive maritime
industry experience after a thorough search for a
new director.
Michelle Cummings has been named senior
vice president of commercial development at
MatchBack Systems in Green Bay, Wisconsin.
"We are attacking a clear and compelling
opportunity to eliminate millions of dollars in
waste for stakeholders in the ocean industry," said
Cummings, who joined the company from GT
Nexus.
Larry Shugart has been named president at
Tiger Cool Express as CEO Tom Finkbiner moves
into the post of chairman. Finkbiner will step down
as CEO this year once a successor is selected.
Shugart is joining Tiger Cool in Overland Park,
Kansas after service at Worley Parsons and CSX.
The moves were announced as the refrigerated
intermodal operator also said it has received
"significant additional equity funding" from its
private equity backers.
"Larry's hire comes on the back of a number
of internal promotions and hires in sales and
operations as we continue to strengthen our
organization," Finkbiner said.

RoadOne IntermodaLogistics in Randolph,
Massachusetts named Michael Coleman as vice
president of operations, Midwest region. The
company also selected Sarah Bond as area sales
director in the Southeast and Chuck Henderson for
that role in the West region.
Bay & Bay Transportation in Eagan, Minnesota
named Mike Venegoni president of its logistics
division. Previously, Venegoni was vice president
of operations for CRST Logistics. Bay & Bay CEO
Sam Anderson said Venengoni's "experience will be
instrumental in managing the rapid growth of our
logistics division."
Robert Braswell, longtime technical director
of the Technology and Maintenance Council at
American Trucking Associations in Arlington,
Virginia, has been named acting executive director
of the organization. He replaces Carl Kirk. "TMC is
a vitally important part of ATA, and we believe this
change in leadership will help TMC grow, not just in
size, but in deepening its relationship to ATA," says
ATA President and CEO Chris Spear.

Chief Financial Officer Lorie Tekorius at the
Greenbrier Companies in Lake Oswego, Oregon
has been promoted to the role of executive vice
president and CFO. She previously was senior
vice president as well as CFO. The company also
named Justin Roberts vice president of corporate
finance and treasurer. He previously was assistant
vice president of corporate finance and assistant
treasurer.
Celadon Group Inc. of Indianapolis, Indiana
promoted Jonathan Russell to the post of
president and chief operating officer of Celadon
Group to oversee all trucking services. Douglas
Schmidt was named president of Celadon
Trucking, overseeing the truckload division.
