"There are going to be times when the freight and transit
times don't jibe with the regulations," he said. "That's a tough
conversation for motor carriers, but honest communication is
needed about what can and can't be done."
For example, he said, fleets and customers alike have to cope
with situations such as drivers being asked to make a run when
they are almost out of hours, which could lead to some cargo
not being moved. That is the type of move that will always be
captured on an ELD, but might not have been on a paper log.
He also noted that ELDs will give fleets a better handle on
detention times at shippers' docks, creating a further test of
carrier-customer relations.
Varied Approaches
The technology is being marketed at a variety of price levels,
ranging from as little as $200 for a purchase with no fees or contracts to nearly $3,000 for a system with multiple features.
Fred Fakkema, vice president of compliance for Zonar Systems, said that his company and a handful of others are the most
experienced in a field of vendors that has proliferated in recent
years.
Zonar has built-in features for the 100-mile exemption, using
a tablet with RFID, navigation and other features to create a complete fleet management package, regardless of size.
"We've put that bundle of services together to make sure operators and enforcement personnel can get their business done
quickly at the roadside and trucks can keep on moving,"
Fakkema said.
Frey recommended that buyers take advantage of additional
value-enhancing features, such as DVIR reporting, engine maintenance or driver coaching based on ELD information. He also said
new truck buyers should be aware that many OEMs now offer
ELDs as standard equipment.
Verizon also offers ELDs through its Fleetmatics business.
Neal Katz, CEO at recent market entrant Simple Truck ELD,
said drayage fleets are being targeted because many carriers
want "the least expensive and least obstructive solution that
keeps drivers on the road legally."
His company's approach is to only use mobile phones and
tablets to eliminate the need for hardware. That strategy is
designed to avoid problems moving the technology from one
truck to another, and appeals to fleets
that use owner-operators and rental
equipment.
Users have to remember the
importance of creating and following policies for ELD use, Cuthbertson
said. It's particularly important to
have processes in place for handling
editing of log books and training for
drivers.
"Some get it in 15-20 minutes,"
he said, referring to ELD use. "Some
take a longer time. There is always a
variety in the learning process."
