automated solutions to address interbox connectors, or IBCs,
and worker safety issues.
"It's challenging to find another group with this number of
risk exposures," said Ring, citing lack of three-point contact,
as well as ascending and descending rail cars, in all types of
weather around the clock. Those workers suffer one-third of
terminal injuries.
Ring said technology that could lock boxes in place without
human contact would be an important advancement. They
would have to be interoperable and be used throughout the
industry.
Lhotak said a preliminary working group will be created to
consider next steps. BNSF offered to coordinate those efforts.
The Operations Committee also discussed telematics before
deciding to table the issue until more potential, specific topics

could be identified. Lhotak did however note that IANA has
and will continue to offer educational programming on various
telematics-related topics for members.

'Big Issues'
"Technology and telematics are big issues, but the word
telematics means 50 things to 50 different people," Lhotak said.
Summers, for example, said he'd rather see telematics that
would help CCM to monitor chassis condition, though others
prefer, for example, to know asset location.
Lhotak also raised another issue, Illinois toll collection
methods that have created challenges for IEPs and motor
carriers because of the state's billing practices. The committee
members will investigate further to assess whether similar
issues exist elsewhere.

New Approaches to Safety
EXPO's educational programming also featured new
approaches to intermodal safety from viewpoints that
incorporated worker behavior, technology, equipment design
and operations.
Here are the views of participants on a panel moderated
by Vernon Prevatt, director of logistics, safety and training at
CSX Intermodal Terminals, who also outlined in the session
how new safety training approaches were developed at his
company.
Alan Tyson, vice president of operations, Swift Intermodal
"It's a daily challenge," he said. "How do we hire and train
drivers on technology and safety as we go into the future?"
The company has channeled driver safety efforts through
tablet technology that serves multiple uses. The tablets are
used for training, safety videos, communicating trip data, and
providing both entertainment and personal connections with
family. In addition, safety is addressed with in-cab cameras that
record drivers' actions. That's supplemented with mandatory
simulator training at specific intervals and follow-ups as needed
for remedial instruction and for winter driving.

Georgia Ports Authority
"We need to have people talking and thinking about safety
every day," he said.
Savannah's Garden City terminal operations are being
evaluated from several safety perspectives, including traffic
flow and steps needed to assure that procedures are in place
to handle larger vessels safely. At the same time, the agency
is working to combine two existing on-dock rail facilities into a
single one, requiring still more operational changes. In addition,

Lanier said there has been more focus on both personal safety
accountability and training to gauge how to match crane
operators' skills to particular equipment types.
Greg Barker, director of health, safety and environment,
PortsAmerica
"It is about getting unsafe people off the job and getting
them help. This can't be looked at as punitive," he said,
referring to a company program called Reasonable Suspicion
Assessment.
When PortsAmerica was created by purchasing East, West
and Gulf Coast stevedoring companies, they discovered that
contracts allowed for mandatory substance abuse tests after
accidents and on a random basis on the East and Gulf Coasts,
but not in the West. To address that, the RSA program was
created through management training and buy-in from labor to
identify workers with substance abuse problems, remove them
from the workplace and address their issues.
Sami Koponen, Research and Innovation Industrial
Designer, Konecranes
"We are trying a holistic approach," he said. "If we only
focused on the mechanical components, then we would only
identify issues with them."
The crane manufacturer chose to make users' experience
an important part of equipment design and deployment.
Konecranes used multiple tools to address how a user's
experience interfaces with technology. One was to adopt an ISO
standard for use and human interaction. Another was to evaluate
how the equipment could be built to encourage workers to use it
properly. Outside research also was used.
