2018 Begins with Carrier
Service Changes, Drayage
Industry Combinations
As 2018 began, international
intermodal developments featured carrier
service changes and stepped-up activity
on the merger and acquisition front.
A major international carrier service
announcement was the 2018 Ocean
Alliance service network. Members of
that alliance include COSCO Shipping,
CMA CGM, Evergreen and OOCL. The new
package being offered by the alliance
includes a new trans-Atlantic service
string, which has been designated as
TAE2.
In the U.S., two combinations of
companies that provide significant
business in drayage and related services,
with a focus on international intermodal
services, changed the intermodal trucking
landscape.
One move was IMC Companies'
acquisition of H&M Terminal Transport,
which became the ninth IMC company.
It's operating now as H&M Intermodal
Services to strengthen IMC's presence in
the Northeast.
"This acquisition enhances our
existing national footprint that allows us
to handle freight in any major rail or port
facility in the United States," said Mark
George, chairman of IMC and a member
of IANA's Board.
The other was ContainerPort Group's
merger with ASF Transportation Group,
a move that effectively doubles CPG's
trucking capacity while broadening its
service in the South, mid-Atlantic and Gulf
regions.

of ASF Transportation, was named
president of ContainerPort Group, whose
co-founder and president, Russel Graef,
passed away in late October.

as the International Longshoremen's
Association and the United States
Maritime Alliance, representing ocean
carriers and terminal operators, met
briefly in December on renewing the ILA
contract. The talks broke off, and press
reports indicated differences relating
to technology caused the union to end
bargaining at that time. The contract
expires Sept. 30.
On the local level, the Teamsters won
a representation election at a drayage
fleet in Charleston, South Carolina,
marking an expansion of its organizing
efforts that previously were focused, with
limited success, in Southern California.
Chassis pool formation advanced with
the late December announcement of a
new offering from FlexiVan and the North
American Chassis Pool Cooperative in the
New York/New Jersey area. It's known as
the Open Choice Equipment Agreement
- Northeast, or OCEA-N. The pool is
structured to allow any motor carrier or
shipper to choose a preferred chassis

provider, instead of the ocean carrier.
In other news, a $49.5 million
expansion at the Port of Mobile was
announced by the Alabama State Port
Authority and APM Terminals, including a
dock extension and an additional 20 acres
of improved yard.
BNSF Railway and the Port of
Portland, Oregon announced the start of
a shuttle service to support a resumption
of ocean carrier port calls in that area.
The shuttle will support moves by Swire
Shipping, a container line that announced
service there. Portland officials are
evaluating moves to enhance international
container services, which hadn't been
available for more than a year in the
region.
Virginia service was enhanced with
the opening of I-564, which creates a
direct link between Norfolk International
Terminals and the interstate highway
network, a move to speed cargo
shipments and reduce traffic on a busy
local highway.

Ocean Carriers' 2018 Agenda
Those developments were taking
place as the industry launched into 2018
with a continued focus on capacity,
economics and North American
intermodal services such as inland freight,
chassis and driver availability. (See related
