modeling, and electronic protection

For leadership in revolutionizing the performance
of electrical power systems with computer-based
protection and control equipment

Working for the U.S. Naval Research Laboratory's Radar Division,
Karl Gerlach has invented and developed electronic protection
techniques over the last 30 years that are having and will
continue to have a significant impact on improving the performance of radars against barrage and jamming. Dr. Gerlach
developed the cascaded analog/digital sidelobe canceller and
showed its potential as an effective adaptive antenna nulling
technique against jamming. A successful experimental program
was developed to demonstrate this technique, and a record
level of cancellation was demonstrated. He also developed a
phenomenological model for characterizing sea clutter that has
impacted radar research. Based on this model, he developed
additional signal processing methods to enhance target
detection in the presence of sea clutter. In addition, his work has
enhanced radar performance through invention and development of adaptive pulse compression methods that reduce range
sidelobe masking of targets and fast, robust space-time adaptive
processing (STAP) for airborne radar. Dr. Gerlach has also helped
upgrade several signal processing efforts related to U.S. Navy
legacy radars. He improved the SPS-49 sidelobe canceller by
replacing it with a digital canceller. He also developed an
effective pulse Doppler repair algorithm for the Aegis ballistic
missile defense radar. He has contributed to signal processing
upgrades for the U.S. Navy's AN/SPQ-9B surface surveillance
and tracking radar, the AN/SPN-43 air traffic control radar used
on aircraft carriers, and the AN/SPY-3 multifunction radar for
ships.

The pioneering inventions and leadership of Edmund O.
Schweitzer, III, in bringing computer-based protection and
control methods to the marketplace have revolutionized safety,
reliability, and efficiency in generating, transmitting, and distributing electric power. Dr. Schweitzer envisioned the concept of
the "smart grid" long before the term was popularized, recognizing early in his career the importance of computer technology
for power protection and control. Microprocessor-based methods,
such as digital protective relays, use microcontrollers and
software to detect electrical faults in a power system. Digital
methods enable engineers to locate power outages more
quickly and protect against widespread loss of service compared
to traditional electromechanical protective relays. Dr. Schweitzer
was not deterred by those in the industry who told him that
applying digital technology to power systems was impractical.
He founded Schweitzer Engineering Laboratories (SEL) in 1982
to develop and manufacture digital protective relays, driving his
research to commercial application. Dr. Schweitzer's innovations
have allowed engineers of all backgrounds to monitor, control,
and protect power systems in ways not previously imagined.
The application of Schweitzer's digital technology as replacement equipment or in new installations has led to reduced
design work in protection and control systems, flexible operation
options, and increased reliability, resulting in reduced cost. SEL
equipment is in service around the world at voltages from 5 kV
through 500 kV, protecting feeders, motors, transformers,
capacitor banks, transmission lines, and other power apparatus.

An IEEE Fellow, Dr. Gerlach retired in 2009 as head of the
Advanced Signal Processing Section of the U.S. Naval Research
Academy's Radar Division, Washington, DC.

An IEEE Fellow and member of the U.S. National Academy of
Engineering, Dr. Schweitzer is currently president and chief
executive officer of Schweitzer Engineering Laboratories,
Pullman, Wash.
