CE Society Chapter chairs. The distinguished lectures are organized not only to
benefit the existing Chapters and their
members, but they can also be effective
in generating membership and encouraging the formation of new Chapters.
Groups of geographically adjacent Chapters are encouraged to coordinate with
the DLs and the DL chair to arrange
schedules that cover the region. If your
Chapter is interested in one of the lectures, please see the "DL Guidelines"
section. Should you have any questions

GUIDELINES AND INSTRUCTIONS
FOR ORGANIZING A DL TOUR
DLs can be approved for either regional
or international visits; Chapters should
work with the DL and the DL chair to
optimize the resources.

DISTINGUISHED LECTURER
ENGAGEMENTS ARE SUBSIDIZED

To support the activities of Chapters,
each DL may present a maximum of
six subsidized or shared-expense lectures each year. The CE Society will
reimburse the DL's travel expenses for
approved speaking engagements up to
a recommended limit of US$750 per
engagement; however, this is subject to
negotiation and program budget constraints. When travel expenses for any
single trip exceed this amount, the DL
must obtain prior approval from the
CE Society DL Program chair and the

CE Society president before making
travel arrangements.
In addition, the Society will reimburse
the DL up to US$1,000 per engagement
for presentations to Chapters overseas
(specifically, on a continent other than
the speaker's home continent). Since
budget constraints permit few of these
trips per year, each must be approved in
advance by the DL Program chair and
the CE Society president.
Sharing expenses between the benefiting Chapter/Section and the Society is encouraged. For example, the
benefiting Chapter(s) could provide
refreshments for the meeting, local
transportation for the lecturer, or
meals and accommodations.

SCHEDULING A DISTINGUISHED
LECTURER BY THE CE SOCIETY
CHAPTER CHAIR(S)
1) Review the lecturers and topics list
available on the CE Society website
under "DL Program" and select the
topic of interest for your Chapter.
Then, contact the DL directly to
arrange for the engagement and
determine
▼ the date, time, and location of the
engagement
▼ the name and affiliation of the
benefiting Chapter/Section
▼ the estimated audience size and
type (engineers? students?)
▼ the topic the DL will present
▼ what logistical needs can be provided by the Chapter(s), e.g.,
ground transportation, some meals,
accommodation, refreshments,

copies of handouts, and other
shared expenses
▼ the estimated cost of the lecturer's air fare (economy class)
▼ the principal Chapter contact.
Contact the lecturer again at least
one to two weeks before the engagement to confirm arrangements and
to deal with any last-minute details.
Fill out the official application form,
which is available online at http://
cesoc.ieee.org/images/files/docs/
application.doc.
Send the DL Program chair the application request for review and approval.
Once the application request has been
approved, create a DL seminar invitation announcement and send it to your
Chapter members, local engineers,
and students. Also, make sure the
announcement is posted on your
Chapter's and/or Section's website.
The announcement can include the
following:
▼ the topic of the DL
▼ the DL speaker's name
▼ the date, time, and location
▼ the abstract of the scheduled
lecture
▼ the DL speaker's bio
▼ organizers
▼ contacts.

SELECTING YOUR DL
That was the easy part. Here is the hard
part: the choice of DLs for 2015-2016 is
quite incredible. In the past, the CE Society
only featured a handful of speakers, but the
new program really is impressive (see "CE
Society Distinguished Lecturers").

The CE Society has recently added the following rock stars to
its DL Program.
Karl-Heinz Brandenburg
Areas of expertise: inventor of mp3,
contributed to the audio compression
format MPEG Audio Layer 3, more
commonly known as mp3.
Biography
Karl-Heinz Brandenburg earned his Dipl.
Ing. degree in electrical engineering (1980) as well as his Dipl.

Math. degree in mathematics (1982) from Erlangen University. In
1989, he earned his Ph.D. degree in electrical engineering from the
Friedrich-Alexander University Erlangen-Nuremberg for his work
on digital audio coding and perceptual measurement techniques.
The research results of his dissertation are the basis of MPEG-1
Layer 3 (mp3), MPEG-2 Advanced Audio Coding (AAC), and most
other modern audio compression schemes. From 1989 to 1990, he
worked with AT&T Bell Laboratories in Murray Hill, New Jersey, on
ASPEC and MPEG-1 Layer 3. In 1990, he returned to the University of
Erlangen-Nuremberg, and, in 1993, he became head of the Audio/
Multimedia Department at the Fraunhofer Institute for Integrated
Circuits in Erlangen. Since 2000, he has been full professor at the
