Sam Kwong (cssamk@cityu.edu.hk) earned his B.Sc.
degree from the State University of New York at Buffalo in
1983; his M.A.Sc. degree in electrical engineering from the
University of Waterloo, Ontario, Canada, in 1985; and his
Ph.D. degree from the University of Hagen, Germany, in
1996. He is a professor in the Department of Computer Science, City University of Hong Kong. He is the associate editor of IEEE Transactions on Industrial Informatics, IEEE
Transactions on Industrial Electronics, Evolutionary Computation, and Journal of Information Science. He is also the
IEEE Systems. Man, and Cybernetics Society vice president
for Conferences and Meetings. He is a Fellow of the IEEE.
Henry Leung (leungh@ucalgary.ca) earned his B.Sc.
degree in electrical engineering from the University of Waterloo, Canada, and his Ph.D. degree in electrical and computer
engineering from the McMaster University, Hamilton, Canada. He is a professor in the Department of Electrical and
Computer Engineering, University of Calgary (U of C), Alberta, Canada. He has been the associate editor of various journals including IEEE Circuits and Systems Magazine, IEEE
Transactions on Aerospace and Electronic Systems, IEEE
Signal Processing Letters, IEEE Transactions on Circuits
and Systems, and International Journal on Information
Fusion. He is a Fellow of the IEEE and the Society of PhotoOptical Instrumentation Engineers.
Jianhua Lu (lhh-dee@mail.tsinghua.edu.cn) earned his
B.S.E.E. and M.S.E.E. degrees from Tsinghua University,
Beijing, China, in 1986 and 1989, respectively, and his Ph.D.
degree in electrical and electronic engineering from the
Hong Kong University of Science and Technology in 1998.
He is a professor in the Department of Electronic Engineering and a dean of the School of Information Science and
Technology, Tsinghua University, Beijing, China. He is a Fellow of the IEEE and a fellow (academician) of the Chinese
Academy of Sciences.
Michael H. Smith (m.h.smith@ieee.org) earned his
B.S. degree in engineering in 1973, his M.Sc. degrees in
engineering and business administration in 1976, and his
Ph.D. degree in electrical engineering and computer science in 1994, all from the University of California, Berkeley.
He currently chairs the board of Furaxa, Inc., a biotech
company; is a visiting scholar at the University of California, Berkeley; and works as a senior advisor to the IEEE
Brain Initiative. He serves on the advisory board of the Cen12

ter for Neural Engineering and Prostheses, University of
California. He was president of the IEEE Systems, Man,
and Cybernetics (SMC) Society, received the 2016 IEEE
SMC Joseph G. Wohl Outstanding Career Award, and has
been named a Builder of Berkeley. He has served as the
chair or cochair of eight IEEE SMC brain-machine interface workshops and the 2018 IEEE SMC Meeting of Global
Current and Emerging Brain Initiatives.
Ljiljana Trajkovic (ljilja@cs.sfu.ca) earned her Dipl.
Ing. degree from the University of Pristina, Yugoslavia, in
1974; her M.Sc. degrees in electrical engineering and computer engineering from Syracuse University, New York, in
1979 and 1981, respectively; and her Ph.D. degree in electrical engineering from the University of California at Los
Angeles, in 1986. She is a professor in the School of Engineering Science, Simon Fraser University, Burnaby, British
Columbia, Canada. She is a Fellow of the IEEE and the
IEEE Division X delegate/director (2019-2020). She was a
Distinguished Lecturer of the IEEE Circuits and Systems
Society and senior past president of the IEEE Systems, Man,
and Cybernetics Society, among other positions with IEEE
Societies and conferences.
Edward Tunstel (tunstel@ieee.org) earned his B.S. and
M.S. degrees in mechanical engineering from Howard University, Washington, D.C., and his Ph.D. degree in electrical
engineering from the University of New Mexico, Albuquerque. He is an associate director of robotics at the United
Technologies Research Center, East Hartford, Connecticut.
He was previously a senior robotics engineer, group leader
of the Advanced Robotic Controls Group, and flight systems
engineer for autonomous navigation, mobility, and robotic
arm subsystems for NASA Mars Exploration Rover missions
at the NASA Jet Propulsion Laboratory, Pasadena, California.
He served as the 2018-2019 president of the IEEE Systems,
Man, and Cybernetics Society and is a Fellow of the IEEE.
Konstantinos. N. Plataniotis (kostas@ece.utoronto.ca)
earned his B.Eng. degree in computer engineering from the
University of Patras, Greece, and his M.S. and Ph.D. degrees in
electrical engineering from the Florida Institute of Technology, Melbourne. He is the Bell Canada Chair and a professor
with the Department of Electrical and Computer Engineering at the University of Toronto, Ontario, Canada. He has
served as the IEEE Signal Processing Society vice president
for Membership (2014-2016) and the editor-in-chief for
IEEE Signal Processing Letters (2009-2011). He is the
general cochair for the 2021 IEEE International Conference
on Acoustics, Speech and Signal Processing (ICASSP 2021),
and was a technical cochair for ICASSP 2013, the general
cochair for the 2017 IEEE Global Conference on Signal and
Information Processing, and cochair of the 2018 IEEE International Conference on Image Processing. He is a Fellow of
the IEEE and the Engineering Institute of Canada.
Gary G. Yen (gyen@okstate.edu) earned his B.Sc. degree
in electrical engineering from the National Taipei University,
New Taipei City, Taiwan, in 1983, and his Ph.D. degree in
electrical and computer engineering from the University of
