continuing mechanism for two or
more IEEE Societies, called member Societies, to work together in a
multidisciplinary technical area of
mutual interest, primarily through
conferences and publications " [2].
The IEEE CRFID, the seventh and
youngest council of IEEE, was established in June 2015 as a transition
from the IEEE Technical Committee
on RFID, created in 2008 and based
on the IEEE RFID Conference in 2007.
It focuses on the theory and practice of matters relevant to RFID and
RFID-related systems, with a mission
of " bridging the physical and the digital via a human-centered approach "
[3]. The IEEE CRFID currently has
more than 10,500 affiliates [3], nine
chapters, and 14 member Societies
(as of January 2021), including the
IEEE SMCS.
The flagship publication of the
IEEE CRFID is the quarterly online
IEEE Journal of Radio-Frequency
Identification (J-RFID), established
in 2017. It publishes peer-reviewed
manuscripts on advances in theory,
algorithms, design techniques, implementations, and applications of
RFID systems. As of June 2020, IEEE
J-RFID has been selected for inclusion in the Web of Science, and all
published articles are included in the
Emerging Sources Citation Index [3].
The flagship conference of the
IEEE CRFID is the annual IEEE International Conference on RFID, held in
North America every spring and colocated with an industry trade show.
In 2020, the IEEE CRFID launched
its new technical conference, the
IEEE International Conference on Digital Twins and
Parallel Intelligence.
SMCS
The purpose of an IEEE Society is to provide " a forum
and community for the ex--
change of technical information among members in
the respective discipline and
industries of electrical and
electronics engineering and
related arts and sciences "

[2]. The IEEE SMCS was established
in the late 1970s as a merge of the
Man-Machine Systems Group and
the Systems Science and Cybernetics Group [4]. The word " systems "
denotes systems engineering, " man "
implies human-machine interactions, and " cybernetics " relates to the
command, control, and communication among humans and machines
[4]. The IEEE SMCS mission is " promoting the theory, practice, and
interdisciplinary aspects of systems
science and engineering, human-
machine systems, and cybernetics "
[5]. The IEEE SMCS currently has
more than 5,200 voting members (as
of 2020) and more than 60 technical
committees in systems science and
engineering, human-machine systems, and cybernetics. The flagship
conference of the IEEE SMCS is the
annual IEEE International Conference on Systems, Man, and Cybernetics (SMC), which is held in a different
country each year. It received more
than 1,100 submissions in both 2019
and 2020.
The IEEE SMCS's two oldest publications, IEEE Transactions on Human-Machine Systems a nd IEEE
Transactions on Systems, Man, and
Cybernetics, were first published in
March 1968 and January 1971, respectively. Currently, the IEEE SMCS publishes IEEE Transactions on Systems,
Man, and Cybernetics: Systems [impact factor (IF) = 9.309], IEEE Transactions on Human-Machine Systems
(IF = 3.374), and IEEE Transactions
on Cybernetics (IF = 11.079) on its
main technical foci, respectively. It

also publishes the quarterly IEEE
Transactions on Computational Social Systems and IEEE Systems, Man,
and Cybernetics Magazine since 2015,
and IEEE/Chinese Association of
Automation (CAA) Journal of Automatica Sinica (IF = 5.129) since 2014.
Furthermore, the IEEE SMCS cosponsors IEEE Transactions on Affective
Computing (IF = 7.512) and IEEE
Transactions on Artificial Intelligence
(launched in 2020) as well as a quarterly eNewsletter.
New Opportunities and
Synergies Between the
IEEE CRFID and SMCS
There are many overlapping research
interests and applications between
the IEEE CRFID and SMCS; however,
as illustrated in Figure 1, artificial
identification, blockchain, cyberphysical social systems (CPSS), digital
twins, and parallel intelligence are
five fundamental fields or directions
with expected significant impacts. A
brief discussion and the plan for joint
actions are presented.

and IoT, have caused huge concerns
