SMCS Technical Committee on Intelligent Power and Energy Systems. He
was secretary of the Society in 2008
and a member-at-large of the Board of
Governors in 2009.
He received his B.S. (first class
honors), Ph.D., and D.Sc. degrees
from the University of Aston and
City University London, respectively.
He is the director of the Research
and Development Center, guest professor, visiting professor, and vice
president for the State Grid Energy
Research Institute, Fudan University,
and Southeast University. He was the
Pao Yue Kong Chair Professor and
professor and chair in electrical engineering for Zhejiang University and
City University London, respectively.
He conducted high-level consultancy
for major international projects, such
as the channel tunnel between the
United Kingdom and France.
Since 2005, he has given ten keynote addresses at international conferences sponsored by the IEEE or
IET. He was awarded an IEEE Third
Millennium Medal, the IEEE Power &
Energy Society (PES) Power Chapter
Outstanding Engineer Award in 2000,
the IEEE PES Energy Development
and Power Generation Committee
Prize Paper in 2006 and 2009, the Scientific Chinese Prize for People of

Ni-Bin Chang is a professor of environmental systems engineering and
has held his post in the United States
since 2002. He is the director of the
Storm Water Management Academy
with over 20 years' experience in research, teaching, and consulting. He
is a fellow of the International Society
of Optics and Photonics (SPIE), the
American Society of Civil Engineers
(ASCE), and the American Association
for the Advancement of Science and a
member of the European Academy of
Sciences (EAS).
Prof. Chang has made an outstanding contribution to the core
area of environmental sustainability,
water resources management, and
systems analysis with various sociotechnical approaches. His research
and teaching interests are in environmental systems analysis in general
and in integrated sensing, monitoring, and modeling for sustainability,
in particular. His recent work has focused on drinking water, storm water, and wastewater infrastructure
management.
He served as an associate editor of
Journal of Water Resources Research
and Journal of Hydrological Engineering. Prof. Chang is the founding
EIC of Journal of Environmental Informatics and British Journal of Environment and Climate Change. He is
currently serving as the EIC for Journal of Applied Remote Sensing. He

chaired the 2014 IEEE International
Conference on Networking, Sensing,
and Control and the SPIE Symposium
of Remote Sensing and Modeling of
Ecosystems for Sustainability. Prof.
Chang has served on a number of national and international committees,
including ASCE, SPIE, IEEE, ISEIS,
IWA, and IAHR committees. He is currently a board member of the Earth
Science and Environmental Science
Division and the EAS.
Prof. Chang has served in a number of professional and government
positions and as program director
of the Hydrologic Sciences Program
and Cyber-Innovation Sustainability Science and Engineering Program at the U.S. National Science
Foundation from 2012 to 2014. He
has served as an expert on different
panels to review proposals and address research needs.

cochair and an Advisory Committee
member at three SMCS conferences; an IPC member for eight SMCSsponsored conferences; the program
cochair at two IEEE-sponsored conferences; and an IPC member for 15
IEEE-sponsored conferences. Dr.
Deng is an associate editor of IEEE
Transactions on Automation Science
and Engineering and has made pioneering contributions to the area of
