t its 5 October 2014 meeting
in San Diego, California, the
IEEE Systems, Man, and
Cybernetics Society (SMCS) Board
of Governors elected Prof. Vladik
Kreinovich as vice president (VP)
for publications for a term of two
calendar years to succeed Dr. Dimitar Filev and elected Prof. Rodney
Roberts as VP of systems science
and engineering (SSE) for a term of
two calendar years to succeed Dr.
Edward Tunstel.
Publications
In add ressi ng the boa rd, Prof.
Kreinovich noted that IEEE publications are known for their high
academic standards and consistently strong reputation. However, the
ultimate goal of research, especially
IEEE-sponsored engineering-related research, is to lead to successful
applications. Many research results
originally published in IEEE journals and conference proceedings
have led to useful practical implementations. Numerous IEEE initiatives encourage such transition
from theory to practice. However,
many practitioners still feel that
IEEE publications often have an
academic tilt and that their accessibility and usefulness to practitioners needs further improvement.
"From this viewpoint," Prof. Kreinovich said, "the main challenge
for IEEE publications is to make
them more practically useful while
maintaining high academic standards. One of the most important
initiatives in this direction is the
launching of IEEE Systems, Man,
and Cybernetics Magazine and the
proposal to start a new IEEE SMCS
transactions specifically devoted to

applications and reviews. However,
we can do more by using modern
technologies and by taking advantage of the fact that publications are
now most accessed online. Here are
several ideas."
"One of the reasons our publications are not always useful to
practitioners is that page limits on
journal and conference papers can
make the papers somewhat cryptic
by compressing the descriptions and
shortening (or eliminating) general
motivations and detailed examples,"
Prof. Kreinovich noted. "Motivations
and pedagogical examples may not
add to the academic importance of
the papers, but they greatly enhance
the understandability and usability for practitioners. To overcome
page limits, we can add online-only
papers and online-only supplements
to published papers. This is not a
new idea; it was already done in the
1930s for some papers by Albert
Einstein, and it is currently done by
Nature and by many other journals.
It is also possible to post two (or
even more) versions of some papers:
a shorter one for specialists only and

a longer one for a general audience.
Similar to Nature, we can add brief
popularized descriptions to technical papers."
Prof. Kreinovich continued, "Nontext additions are also helpful for
understanding. It is already possible
to add slides to IEEE publications;
we should encourage and promote
this option as well as adding multimedia parts".
"In addition to making academic
papers easier to access, we should
encourage more application papers,
both papers with application results
and with application challenges. For
this purpose, we should enhance
policies on publishing papers in
which some technical details are
proprietary and, thus, not published
but revealed to referees who sign
nondisclosure agreements (NDAs).
We should develop policies for processing papers containing potentially patentable research with proper
NDAs in place to make sure that
the paper submission is no longer
considered a public disclosure so
that the paper is refereed and can
be published as soon as the patent
proposal is submitted," Prof. Kreinovich said.
"To fur ther attract practitioners," Prof. Kreinovich concluded,
"we should follow the example of
other journals and make certain publications freely available. We should
solicit specific publication-related
ideas, and, by using the IEEE survey
