in the Field
of Cybernetics

T
echnical Committees (TCs)
are the focus of the Society's
attention, as their activities
represent the core of the activities of the IEEE Systems, Man,
and Cybernetics Society (SMCS)
as a whole. The TCs bring together
experts in relevant subfields, and
by arranging special activities and
participating in the key events of the
Society, they create the backbone
of the SMCS. There are currently 22

TCs in the field of cybernetics. The
TCs and chairs are listed in Table 1.
We are continuously looking for
new TCs for emerging, interdisciplinary topics that might help to orient the
Society in accordance with the latest
trends and needs for scientific and engineering cooperation. In 2016, three
such TCs, namely, Cybermatics for Cyber-Enabled Worlds, Computational
Psychophysiology, and Cyber-Medical
Systems, have been approved. Another one is in the approval process.
The approval process is quite simple
and straightforward: a group of found-
ing members (a minimum of ten from
at least three different geographical
areas) submits a proposal to the vice
president (VP) for cybernetics. In
this proposal, the key technical topics should be declared and explained,
the main differences with other TCs
should be presented, and a plan of intended activities for the next two to
three years should be added. Such a
proposal is then discussed with the TC
chairs in the given technical area (cybernetics) and with the Cybernetics
Committee. After these discussions,
the proposal is approved by three VPs
for technical activities and announced
to the Society.
The most important point is to
keep the TCs active-this is mainly
the role of TC chairs and cochairs.
The vast majority of the TCs are active, despite each of them operating
in a slightly different, specific mode.
