ISTAS'12: Technology
and Society in Asia
I
n this issue of IEEE Technology and Society
Magazine we turn our attention to Asia. The
four articles in this special issue were selected
from papers presented at the 2012 IEEE Symposium on Technology and Society (ISTAS) in
Asia conference [1]. ISTAS'12 brought together
engineers and scholars from around the world to
consider a variety of technological challenges and
opportunities for Asian societies. These papers
approached the question of the social implications
of technology from two perspectives. first, some
papers adopted a critical perspective, and examined the adverse, as well as beneficial, effects of
technological development. Second, many papers
adopted a positive, or "optimistic" [2] perspective
and considered how beneficial technologies can be
developed to address social problems such as access

to healthcare, sustainable development, provision
of clean water and food security, privacy and trust
in electronic networks, engineering education, and
so on. Of course, these two perspectives are closely
related. The critical interrogation of the social implications of technologies is central to understanding
the benefits as well as the costs of new technologies.
The articles in this special issue adopt one or both of
these perspectives.
Bondale et al. present an innovative ICT project to
promote and support primary healthcare to rural Indian
villages that do not have easy access to health centers
and hospitals. The mHEALTH-Primary Health Care
system uses various communications technologies to
facilitate information exchange between village primary healthcare workers and district medical officers
to provide timely and accurate advice, diagnosis, and
intervention. The system was developed after studying
the primary healthcare needs and related logistic problems of rural tribal populations.
