With oil prices low and the fiscal deficit at 4.5% of GDP, Hugo
Chávez takes office as Venezuelan president. In an interview
published the following year,
Chávez tells LatinFinance that
“oil has destroyed Venezuela”
and the country must reduce
its dependency on it. Around
70% of export earnings come
from oil, a number that will rise
to 96% over his presidency.
After three years as president,
Chávez scraps a trading band
for the bolívar. The free-float
lasts just a year. In 2003 Chávez
imposes exchange controls,
pegging the bolívar at 1,598 per
dollar, 18% stronger than the
market price.

Brazil’s road to
redemption
Fernando Henrique Cardoso is re-elected in Brazil, having overseen the Real Plan which ended hyperinflation.
The following month, Brazil agrees a $41.5bn bailout
with the IMF to support the currency. Nevertheless,
Brazil floats the real in January 1999. The following year
the sovereign launches LatAm’s largest ever voluntary bond swap, issuing a $5.16bn 40 non-call 15-year
global to yield 13.732%, attracting new cash and retiring
$5.22bn of Brady bonds. The same day, the government raises $4.1bn in the sale of Petrobras shares – the
largest equity offering yet from LatAm. The government sells 28% of its voting stock with the NYSE listing.
Brazilian investors buy 36% of the offering. Two years
later though, confidence in the country wavers when
it became apparent that Luiz Inácio Lula da Silva, the
veteran candidate of the Workers’ Party, could win the
October 2002 election.

for bad loans. The country is
in the midst of the worst recession for 70 years, and over
20% of consumer loans are
non-performing. Balance sheets
improve over the coming years
except for housing loans. By
November 2002, over a quarter
of all housing loans in Colombia
had gone sour.

opened an emergency line of
credit to LatAm and Caribbean
countries as fears built that computer systems could fail when
the years rolled over from 1999
to 2000: the Y2K problem.
