Latin America missed a chance during the boom years to pursue deep economic
reforms, says IDB president Luis Alberto Moreno, but all is not lost.

Shortly after being re-elected in 2010 to
a second term as president of the interamerican Development Bank, luis alberto
moreno proclaimed that the next 10 years
could well become “the decade of latin
america”.
So long as the region’s leaders rose to
the challenge, he said, “latin america now
has the opportunity to join asia in leading a
global economic recovery.”
that was then.
What looked like a recovery three years
ago is today starting to resemble the opposite, at least for the emerging markets of
asia and latin america. Growth is slowing
in Brazil and mexico, as expansion forecasts
for the whole region are being revised
down by the day.
Previously strong growth in china, high
commodity prices and ultra-loose monetary policy – all factors supporting latin
america’s rapid expansion in recent years –
are reversing. and if anything, momentum
in the global economy appears to be shifting to the developed world and away from
the emerging economies that led growth
since the financial crisis.
“today, certainly, the tailwinds we had
in the past have changed,” moreno tells
LatinFinance.
Yet the underlying challenge, he says,
remains the same: boosting productivity
across latin america “to keep up our level
of competitiveness.”
“over the past 20 years many countries
in latin america have only advanced in
productivity rates by some 1%, while some
have even dropped,” he says. “if latin
america had the level of productivity of the
US, we’d be growing at twice the current
rates.”
moreno says the focus has shifted in recent years from achieving economic stability to advancing microeconomic reforms.
“the fundamental point is how to deal with

the bottlenecks that you see in many of
our economies,” he says. infrastructure,
technology and education are among the
main hindrances to sustainable growth,
as are the region’s large informal labor
markets. “to move forward on productivity you’ve got to deal with these issues,”
moreno says.
Complacency
today, though, the backdrop for pursing
necessary reforms in these areas is distinctly less favorable than three years ago.
“i said that this was the decade of latin
america because it was a great opportunity, given the tailwinds that we had at that
moment, to deal with a lot of the structural challenges we were facing,” he says.
“We had a great environment in which
to do it. But we’re now in an environment
where we have to count less on those tailwinds and more on our capacity to grow

by ourselves.”
So why was his call not heeded during
the post-crisis boom? moreno puts it down
to “the complacency some governments
showed” during a time of easy money and
rapid growth.
“certainly we could have done more,”
he says. “these challenges are becoming
more acute. that means that you’re going
to have to advance more.”
But a tougher economic climate need
not imply that deeper structural reforms
are now off the agenda, says moreno. on
the contrary, he says, an environment of
slower growth could force authorities to
confront underlying weaknesses in their
economies.
“Structural reforms typically are done
when they are needed and when the
environment is more critical,” he says.
“Probably that’s what you’re going to start
seeing.” LF
