There is less mystery about what needs to be done when it comes to advancing
structural reforms than about how do it. Political leaders must live up to their
responsibilities. By Enrique V. Iglesias

Structural reform
What’s at stake

l

atin america is part of a globalized world that is going through a
period of profound change. today, there is much uncertainty as we move towards towards
a new equilibrium for global growth. Great change is also taking place in the structure of
international, economic, social and political relations.
for latin america, such changes must be considered from a historical perspective. the
20th century was, for much of the region, a time of authoritarian governments and extreme
economic crises. However, the region returned to democracy and learned how to manage its
economies.
We learned many lessons: from being a laboratory for investigating state and market forces
on the economy; from experiencing serious bouts of hyperinflation; from having poor balance
of payments and high external debt; from living below the poverty line and with the highest
proportion of inequality anywhere.
the middle classes are now emerging. and the region has largely returned to stability,
learned to manage debt prudently, to open economies and – importantly – to find the balance
between the market and the state to improve economic efficiency and social justice.
the rise of asian economies, especially china, breathed life into raw materials production.
changes in the international economy led to the fastest growth rates in latin america in four
decades, boosted foreign exchange reserves to levels unthinkable just a few years ago, and
reduced foreign debt.
in 2013, however, the global economy is cooling. china’s economy is losing momentum
while europe remains in recession. although the US economy is recovering, the developed
world is nevertheless languishing in its most difficult decade since the 1930s.
the effects are being felt across latin america, although it is important to bear in mind that
there are two “latin americas”: the north, linked to economic cycles in the US; and the south,
linked to economic cycles in the Pacific. While the region has defenses – its macro policies
are sound and its banking system is solid – it must nevertheless be prudent when it comes to
economic policy.
Competitive push
to sustain the momentum of recent years, extensive structural reforms are called for. economies must boost productivity in order to improve competitiveness and diversify exports. latin
america must reduce its dependence on raw materials – a source of significant vulnerability.
at the same time, the region needs structural reforms: to control inflation and maintain
fiscal and monetary balances; to improve its human capital through better, and universally
accessible, education and access to new information technologies; to incorporate investment
and innovation across the production cycle; to encourage the participation of small and medium sized businesses in the value chain; to reform and modernize the state as part of instito read more, see www.latinfinance.com

tutional reform; to find the right balance
between state, market and society; to push
for flexible regional integration and cooperation agreements, despite the challenges;
to broaden social programs to accelerate
poverty reduction and inequality; and
to end the social exclusion of indigenous
groups and minorities, who make up 40%
of latin america’s population.
the economic reality in 2013 reminds
us that resting on our laurels is a luxury we
cannot afford. advancing such policies and
reforms will place the region on a firmer
footing to confront the challenges ahead.
