Keeping Virginia's hospitality
businesses in business.
When COVID-19 changed our world, Virginia ABC changed. We quickly responded to help ensure the
survival of the commonwealth's restaurants and other entities licensed to sell or serve alcohol. By
modifying our regulations, we were able to provide support for these businesses, many of which
were forced to close during the first months of the pandemic.
For ALL businesses with alcohol licenses, ABC...

* deferred an estimated $4.5 million in payments for license renewals by
extending the due date for 90 days from original expiration date for licenses
expiring in March, April, May and June.
* waived late penalties and fees for these businesses as long as the license was
renewed by the 90-day expiration date.

For Restaurants, ABC...

* allowed curbside pickup of wine, beer and mixed drinks in sealed containers.
* permitted the delivery of these products to customers' homes.
* relaxed requirements for outdoor dining permits, enabling businesses to
create, expand and use these areas while the permit was reviewed.

For Wineries, ABC...

* allowed the sale of wine in sealed containers for curbside pickup.
* permitted the delivery of wine to customers' homes without the need for a
delivery permit.

For Breweries, ABC...

* allowed the sale of beer in sealed containers for curbside pickup.
* modified existing permits to allow for the delivery of beer to customers' homes.
* permitted breweries to re-purpose their equipment for the manufacturing of
hand sanitizer.

For Distilleries, ABC...

* permitted the shipment of spirits directly to a customer's home using a
common carrier such as FedEx or UPS for distilleries with distillery stores.
* permitted distillery employees or agents to deliver their product to Virginia
customers.
* permitted distilleries to re-purpose their equipment for the manufacturing
of hand sanitizer.

For Wholesalers,ABC...

* waived the requirement for a signature on deliveries between wholesale
and retail licensees.

While many of these regulation modifications were temporary, each served to help ensure the
continued viability Virginia's hospitality industry. Virginia ABC is pleased to continue its partnership
with the 19,000 businesses licensed to sell and serve alcohol in the commonwealth.
