We support the phase-down of HFC-134a and other heat-trapping refrigerants, and their replacement with climate-friendly, safe, and energy-efficient alternatives. Analysis using the SAE’s “life-cycle climate performance” (LCCP) methodology, which accounts for the climate impact of leaking refrigerant and for the energy used to power air conditioners, has identified R-1234yf as the superior choice for car air conditioners in nearly all climate conditions. The fact that R-1234yf is mildly flammable has been known for years. Following SAE standards, auto manufacturers can design vehicles to use this refrigerant safely just as they manage the many other flammable fluids found under the hoods of their vehicles. We strongly agree with the Mobile Air Conditioning Society that the European Community should not relax its schedule for the refrigerant transition required to be complete by 2017. In addition, we recommend that European environmental authorities act quickly to make it clear that Daimler or any other company violating the F-gas Directive will be required to pay appropriate penalties or perhaps provide offsetting carbon pollution reductions, which could be accomplished, for example, by accelerating fuel economy improvements. In addition, it would seem only fair for Daimler to compensate businesses for the market upheaval experienced not only by Daimlers suppliers of R-1234yf components and systems but also by the loss of business by companies supplying service equipment, training, and other support for R-1234yf technologies. In addition, it is more important than ever to encourage cooperation among business, government, and environmental organizations in explaining the importance of environmental design, professional service, and proper collection and destruction of hazardous refrigerants at the end of vehicle life.
