Chapter 3. Non-Resident Short-Term Registration Non-Resident Short-Term Registration A new Non-Resident Short-Term Registration transaction will be available to issue short-term registrations to out-of-state residents purchasing a motor vehicle (NOT including trailers or m opeds) from a dealer in Massachusetts. These registrations were originally valid for 9 days from the transaction date. Effective January 18, 2024, Non-Resident Short-Term Registrations issued January 18 or later will be valid for 15 days from the transaction date. Non-Resident Short-Term Registrations issued January 17 or earlier will still be valid for 9 days from the transaction date. Customer are issued a registration certificate and a paper temporary plate inserted into a plastic sleeve. These plates can ONLY be used for transporting a vehicle back to the customer's home state; they cannot be used for commercial purposes (including the transportation of passengers, goods, wares, or merchandise). 01/24 A title will NOT be issued. A vehicle inspection will NOT be required. The plate type will be PAS and will display in ATLAS as " Non-Resident Short-Term Plate " . The prefix will be " ST " . Law enforcement will be notified of this plate type Individual customers will need to present ID based on the current identity requirements. Businesses will need to present proof of FID and proof of business in their state (equivalent to our SOC). The customer will need to pay a $20 temporary plate fee and the sales tax. Sales tax exemptions will be allowed for customers with disabilities (DOR form MVU-33) and even trades. Initially, this transaction will only be available for walk-in customers in RMV service centers or for dealers through B2B locations. It will be available through EVR in the future. 04/23
