Chapter 3. Passenger Plates Lottery Plates (PAR) continued: 2. If the holder of the plate is deceased, the notarized statement requesting the transfer of the plate to either an immediate family member or spouse or to a person with whom the deceased has a " significant personal relationship " must be prepared by the Executor or Administrator of the Estate. If the Executor or Administrator of the Estate is either an immediate family member or a person with whom the deceased has a " significant personal relationship, " he/she can transfer the Lottery plate to him/herself. A copy of the Notice of Appointment from the Probate Court identifying the executor, administrator or other personal representative of the decedent's estate must be shown. No transfer can be made from the deceased person if no Executor or Administrator has been approved. The registration can remain valid until expiration but cannot be renewed. A copy of the Probate papers naming the Executor or the Administrator must be submitted to the RMV along with a completed notarized Applicatin for Lottery Plate Re-Assignment. 3. Re-Assignments to a leased vehicle are permitted as long as the leased vehicle is in the custody of the holder of the plate. The leasing company must return the plate to the original plate holder upon termination of the lease or at the holder's request. A completed, notarized Application for Lottery Plate Re-assignment must be submitted. 4. Re-Assignments to company owned vehicles are permitted if the holder is an\executive or owner of the company. The Lottery plates will revert to the original plate holder upon the request of the original plate holder. Company re-assignments must be signed and notarized by an agent of the company other than the plate holder. The statement must also be accompanied by evidence of the plate holder's relationship to the company (e.g. Articles of Incorporation listing the plate holder as an officer; business license or certificate listing the plate holder as the company owner.) 5. In the case of a transfer to a spouse, any subsequent transfer must be to an immediate family member of the transferrer (original plate holder) or to a person with whom the transferrer had or has a " significant personal relationship, " or back to the transferrer in the event of divorce or annulment. 6. Re-assignments to a surviving spouse are permitted.
