Chapter 3. Passenger Special Plates Issued by Quincy Distribution Center: Environmental Trust Fund- Right Whale/Roseate Tern: A. Definition: The Right Whale (RW) and Roseate Tern (RT) plates feature the North Atlantic Right Whale (the state marine mammal) and the Roseate Tern (an endangered species of bird also native to Massachusetts). The entire special plate fee goes to support the Mass. Environmental Trust, a philanthropy that funds environmental programs, and is tax deductible. Plates have the first two characters of RW or RT followed by either a combination of two numbers and two alpha characters, three numbers and one alpha character, or five numbers with no RW (RW plates only). These plates are Passenger Special (PAS) plate type and have a two year registration period. B. Plate Fees: The biennial plate fee for Right Whale and Roseate Tern is $100. ($60 registration fee & $40 special plate fee). C. Expiration Date: Environmental Plates expire every two years on a staggered basis determined by the last number of the registration.
