Chapter 5. USCIS and CBP Forms USCIS and CBP Forms Non-Stamped I-20 Forms and DS-2019 Forms The RMV will no longer require that the I-20 Forms and DS-2019 Forms be stamped with a United States Citizenship and Immigration Services (USCIS) stamp. The RMV decision is based on a USCIS change in policy to no longer require the stamp. I-20 Forms and DS-2019 Forms will no longer be stamped U.S. Customs and Border Protection no longer stamps I-20 Forms and DS-2019 Forms with a United States Citizenship and Immigration Services (USCIS) stamp for customers seeking admission to the United States. I-20 Forms must be presented by prospective and returning international students and scholars with a visa status of F-1, F-2, M-1 or M-2 when they apply for a Massachusetts permit, license or ID card. DS-2019 Forms must be presented by prospective and returning international students and scholars with a visa status of J-1 or J-2 when they apply for a Massachusetts permit, license or ID card. These forms do not need to have a USCIS stamp. Note: With the exception of the stamp, the I-20 Form, the DS-2019 Form and any other required documents must meet all other existing requirements. 09/12 NOTE: If a customer has a visa classification listed as not acceptable, he/she is not eligible for a Massachusetts learners permit, driver's license or Mass. ID, but may be eligible for a Liquor ID. Any valid visa is acceptable for obtaining a Liquor ID.
