Chapter 6. Commercial Driver's License Information Non-Domicile CDLs Non-Domicile customers are residents of foreign countries who have temporary lawful presence in the United States. Beginning April 25, 2019, Non-Domicile Massachusetts Commercial Driver's Licenses (CDLs) can be issued to customers with temporary lawful presence from most foreign countries (except for Canada and Mexico). Non-Domicile customers will need to meet the same identification requirements that apply for Class D or M licenses. A Non-Domicile CDL can be either a REAL ID or a Standard Massachusetts Card. Once issued, Non-Domicile will be printed on the CDL that is mailed to the customer. Lawful Presence Requirement Customers applying for a Non-Domicile CDL must prove lawful presence for a minimum of 12 months (although less than 12 months can remain at the time of application). The expiration date of the Commercial credential will reflect the end of stay date provided electronically by U.S. Citizenship and Immigration Services (SAVE). SSN and Employment Authorization Card/Passport Requirement Customers applying for a " Non-Domicile " CDL must have a Social Security Number (a denial letter is not acceptable). They must also present an unexpired Employment Authorization Card or an Unexpired foreign passport with a visa and I-94. 04/19
