INNOVATION SCORECARD MAPS
STARTUP GROWTH ACROSS THE U.S.

D.C. returns as an Innovation Champion. The District was among the
first places in the country to legalize ridesharing and earned the only
'A+' in "Tech Workforce," with more than 15 percent of its population
working in the innovation sector.

CTA's 2016 Innovation
Scorecard highlights which
states best champion smart
policies for tech startups.
Twelve states and the District of Columbia emerged
as the newest Innovation
Champions-the highest
honor a state can earn.
Here's why:
Arizona
Arizona joins the ranks of
Innovation Champions
by legalizing ridesharing
companies Uber and Lyft
statewide and improving its average Internet
speed.

Delaware Governor Jack
Markell made good on
his public support for
ridesharing by ushering in a statewide legal
framework for disruptive
innovators such as Uber
and Lyft. A 2015 Innovation Champion, the state
remains in the top tier.

Kansas
Kansas rose to become
an Innovation Champion by nearly doubling
its venture capital (VC)
funding per capita and
legalizing ridesharing
statewide.

Massachusetts
Massachusetts kept its
Innovation Champion
status by maintaining
fast Internet speeds and
a large tech workforce-
second only to D.C.-and
increasing VC funding
per capita by 40 percent.

Indiana

Michigan

Indiana also remains in
the Innovation Scorecard's top tier by legalizing ridesharing statewide,
a common theme among
Innovation Champions,
and creating tax incentives to encourage job
creation and draw new
businesses into the state.

Michigan also returns as
an Innovation Champion
by maintaining high
marks on eight of the 10
measurement categories.
However, unlike other
Innovation Champions, Michigan has not
legalized Uber and Lyft
throughout the state.

Nebraska
Nebraska improves from
Innovation Leader by
legalizing ridesharing
companies Uber and Lyft
statewide and increasing
VC funding per capita
nine-fold.

North Dakota
North Dakota increased
its grades across many
of the 10 categories-
including "Welcomes
New Business Models,"
"Tech Workforce" and
"Grants STEM Degrees"-
elevating the state to
Innovation Champion
from Innovation Leader.

Texas

Virginia

A returning Innovation
Champion, Texas once
again earned high grades
in nearly every category
except "Grants STEM
Degrees." Unfortunately,
unlike many of its Innovation Champion peers,
ridesharing is not legal
statewide.

Virginia legalized ridesharing statewide and
created almost 450,000
new tech jobs last year,
earning a second year
standing as an Innovation
Champion.

Utah
Powered by one of the
fastest-growing tech
hubs in the entire country, Utah returns as an
Innovation Champion.

Wisconsin
By passing right-to-work
laws, improving job
creation and growth of
small firms, and legalizing
ridesharing statewide,
Wisconsin made the
most progress of any
state on innovation policy
in 2015, jumping two tiers
from Innovation Adopter
to Innovation Champion.
