landscaping, including snow removal,
15 percent to maintenance, 3 percent
(perhaps) to reserves, and 10 percent
for insurance. (Those ratios, he notes,
will vary in different communities.)
The $60,000/year an association
spends for landscaping may sound
excessive, Levy notes, but when you
explain that the owner's share of that is
$45/month, it sounds more like a good
deal-especially if you can point to the
comparable monthly cost for a singlefamily homeowner. (You may want to
keep a copy of Levy's cost comparison
chart handy for this purpose.)
EDUCATING OWNERS
For managers and boards struggling,
as most do, with the challenge of explaining and justifying condominium
fees to owners, industry executives
offer these additional suggestions:

IRRIGATION SERVICES

■ Encourage owners to attend

board meetings. Hearing board
members discuss and debate priorities and financial needs can help
owners understand the community's
finances. Instead of simply sending a
copy of the budget to owners before
the annual meeting, "send detailed
information about it," Robert Keegan,
CMCA, AMS, PCAM, vice president
of residential management at Dirigo
Management Company, suggests. "If
people understand what they are paying for, they're less likely to come to
the meeting with a million questions,"
he says, and less likely to challenge the
expenditures. "That's a win-win for
owners and the board."

■ Make sure owners understand the

relationship between the services
they receive and the price they pay
for them. "If owners say they want a

perfectly manicured lawn and never
want to see a weed," Keegan says,
"explain that they can have that level
of service, but it will cost $20 per
month per owner instead of the $10
they're paying now."
■ Encourage "the right people" to

run for the board. That advice also
comes from Levy, who emphasizes the
importance of having board members
who understand association finances
and can explain budget priorities and
fee increases to owners. For example,
if fees rise steeply, as they often do
after the transition from developer
to owner control, Levy suggests, "you
want to emphasize the subsidy owners
have enjoyed for the past few years,
when the fee should have been higher.
A board member can make that speech
to owners much more effectively than
the manager," Levy says.
