to the states). In other words, when the
answer can no longer be "I know, but
you still can't do it, it violates federal
law," then what are you going to do?
Since it takes much time and effort
to craft well-thought and practically
sound rules and policies, board members would benefit by getting off to an
early start.
ELECTRIC CARS
Some would say this one is already "on
us" too. I feel like it was, then it wasn't,
and that now the reality is that one
day, in the foreseeable future, they are
really going to be part of the norm. So,
again, it would serve associations well
if board members circled back to those
conversations that they dropped some
time ago and assume that they will, one
day, be required to have a set of rules or
a comprehensive policy governing use,
parking, and charging of these
vehicles at the association.

SOLAR PANELS
Just look around. They are catching
on in a very real sense. With lots of
space and lots of electricity consumption, associations present prime
candidates for benefiting from solar
panels. As with marijuana and electric
cars, solar panel policies-comprehensive ones-are likely good long-term
projects that come together as works
in progress over time.
A little thought will reveal additional
and similar issues that will be agents of
major societal change when they hit. It
is certainly trickier to attempt planning
for such matters. By comparison, next
year's budget sure has a lot of solid,
related data to work with. Planning
for the types of issues discussed here
may involve some tentative plans that
change as new or additional information becomes available. Still, planning
ahead to the extent possible will make
the difference between smooth tran-

sitioning and playing catch-up when
enough unit owners bring the issue
front and center.
