Motorcoach Safety

Part 2

● RONALD | That’s not really part of what we’ve defined as a motorcoach and is not really a part of what we’re currently doing with heavy trucks. ● NORM | There is a lot of interstate travel being conducted with smaller groups of passengers in these vehicles and bus companies are finding that they’re very good vehicles for those groups that don’t fit and wouldn’t be profitable for the big coaches, so we’re seeing quite a bit of an increase in sales of those. ● RONALD | What passenger size are those? ● NORM | Twenty-eight to 35 passengers. ● RONALD | So what you normally see at the airport, shuttling people back and forth. ● PETER | If you look back 10, 15, 20 years, they were able to fill a motorcoach. People would get on board and go to a specific destination. But now you find that groups are more specialty, they’re more niche, and they’re not all necessarily going to the same place at the same time. There are smaller groups and shorter trips, so you’re seeing a lot of operators supplement their fleet of big coaches with smaller coaches. ● NORM | We’ve had a few catastrophic crashes in the last few years. The Safety f Board’s concern is the structural integvehicles as well. rity of those veh ● RONALD | So they fall outside—they’re below the outside—th motorcoaches, and they don’t motorcoa fit in the straight truck area. th The current plan for heavy c truck regulation for electruc tronic stability control tro was focused on the over wa 26,000-pound piece 26 and the straight truck; over 10,000 but below 26,000 pounds. We are continuing to study stability control f over 10,000 b b l 26,000 because there but below l for is not a commercially available solution for many of these vehicles. They are still being developed. But those vehicles don’t really fit the straight truck definition either. They’re undefined, I think. ● NORM | They’re much closer to the way a school bus is designed, where the body is molded onto an

existing chassis. In this case a lot of them are freight line chassis. But you have very similar features, at least from a structural standpoint, but you certainly don’t have the structural strength in the upper structure that you would have in a school bus. But I do know that that’s probably looming on the horizon from the board and we’ve got some issues coming our way that we don’t have any answers. ● RONALD | What do you call these buses? ● NORM | Mid-size buses, cutaway buses. I’ve heard them called everything, and as you said, they really are undefined.

TOPIC #4 SEAT BELTS/RETROFITTING: IN ITS PROPOSED RULES ON SEAT BELTS, NHTSA LEFT OUT THE RETROFIT ISSUE—IS NHTSA ANY CLOSER TO RESOLVING THIS? IF SO, HOW DOES NHTSA PROPOSE TO IMPLEMENT CHANGES, ACCORDING TO BUS MODEL MAKE AND YEAR? HAS NHTSA UNDERTAKEN ANY COST BENEFIT WITH REGARDS TO RETROFITTING? ● RONALD | It’s true we didn’t propose to require retrofit in the NPRM, what we did do is provide a cost estimate in the appendix or some piece of the rule about retrofitting both with three-point seat belts or retrofitting with two-point seat belts and the range of costs were pretty substantial and the equivalent lives saved, and so we are getting comments on that before we make some final decisions. But I think we’re in active rulemaking, and we can’t really discuss how we’re going to end up doing that. But it is something we’ve gotten comments on and we included some cost estimates for. Hopefully we get some comments on that. ● CLYDE | Were you satisfied on the quality of comments you got with regard to your rule making? ● RONALD | We were satisfied with the quantity of comments we got. I don’t know about the quality, I have not read them. But I think we got some good comments, and I think we’re looking forward to getting this rule finished. ● PETER | We looked through a lot of them, and they seemed pretty well thought out. They weren’t too wild, or off the edge. A lot of them made sense.
