Bridging the gulf

EW YORK UNIVERSITY OPENS CAMPUS IN ABU DHABI.” “Michigan State University Withdraws from Dubai.” “University Branches in Dubai Are Struggling.” “Global U” or “Gulf Withdrawal?” Headlines about U.S. universities creating or closing campuses in the Arabian Gulf continue to appear in the media. This situation is strikingly similar to that of the 1980s when U.S. universities set out to establish campuses in Japan. Similar also to the dot-com era of the late 1990s, various universities are motivated by the desire to globalize as well as the need to generate revenue.
The Arab Gulf is certainly open for business with U.S. higher education. American-style college and university campuses extend from Kuwait to Oman. Although Shaw’s Higher Education in the Gulf (1997) and Donn and Al Manthri’s Globalization and Higher Education in the Arab Gulf States (2010) were published just a little over a decade apart, the list of educational reforms and newly established institutions is quite lengthy in the latter work. It is increasingly clear to the Arab Gulf states, as well as to other countries in the Middle East and North Africa, that higher education is an essential tool for modernization and privatization. Although approximately 100 million Arab youth are expected to enter the job market by 2020, insufficient employment opportunities exist for these individuals. In response to the need for reform and accountability in higher education, many Gulf countries have established partnerships with American, European, and Australian institutions. For example, Sheikh Al Maktoum founded Dubai Knowledge City in 2003 and Academic City in 2006 to be “a global academic destination,” with the goal of attracting 150,000 undergraduate and graduate students from around the world. As someone who has studied and taught in the Middle East and North Africa, directed an international education office, and participated in discussions about establishing partnerships in the Gulf, I believe that economic and security interests require U.S. institutions to pay additional attention to forging links with the Arab world, particularly in the Gulf.

What universities Must Address
The days when the American University of Beirut and the American University of Cairo were the only prominent institutions of American higher education in the region are long over. Prior to creating a new campus, however, various concerns must be addressed early on. Although not exhaustive, the following list of topics must be considered throughout the process of establishing an institution in the Gulf. Funding: Educators working in international education often have somewhat awkward and strained conversations with their counterparts from other countries when discussing partnerships because they expect or assume the other side will foot most or all of the bills. A colleague of mine refers to this issue as “knowing who is paying for lunch.” There is certainly nothing wrong with embarking on an international activity that is cost neutral, but the university community should understand the real costs. While KAUST in Saudi Arabia and New York University in Abu Dhabi are fortunate to receive significantly unfettered financial support, most university projects require backing from governments and/or investors that expect a return on their funding. U.S. universities often seek out international opportunities to generate revenue and balance their books only to later realize that assurances concerning funding, qualified students, and in-kind support were optimistic projections at best.
