However, in the UAE, there is greater cause for concern with George Mason’s withdrawal from Ras Al-Khaimah in 2009, Michigan State’s closure of most of its programs in summer 2010, and Rochester Institute of Technology’s continuing struggle. Other institutions such as the Australian University of Wollongong and Murdoch University, the UK Heriot-Watt University and Middlesex University, and the French Paris-Sorbonne University have also established campuses in the UAE alongside additional universities from around the world. While a campus such as the University of Wollongong in Dubai has been in existence for almost two decades, many others are just beginning. Campuses targeting specific highdemand disciplines with an emphasis on recruiting both Gulf citizens and expatriates stand a better chance of surviving the economic downturn in the region. In addition, U.S. universities seeking to establish a presence in the region would do well to consider partnering with established institutions, creating distance education programs, and joining education abroad consortia with study centers. The unavoidable question, of course, concerns the sustainability of many of these campuses. Off the record observations by administrators of terminated or struggling programs in the Gulf are particularly insightful: “We made some terrible, terrible mistakes.” “It was a disaster.” “Make sure to hire smart.” “Avoid being arrogant.” Such cautionary comments should remind U.S. universities to carefully consider all factors and to consult with a diverse group of experts in international education and the Gulf. Establishing campuses in the Gulf is a process requiring a high level of expertise and flexibility. While the potential rewards in teaching, research, and service are significant, universities entering blindly into these partnerships do so at great risk. ie
