Ensuring High Standards In Credential Evaluation Services

N JUNE OF 2008, Brigham Young University Assistant Dean James Crane received a copy of a letter that would instantly focus the attention of any university admissions officer.
“We would never recommend, support or list a credential evaluation service, or partner with one, that did not belong to NACES®. We’ve done our research and we know that NACES® is an association of private credential evaluation agencies that all adhere to the same best practices and standards of ethical practice, are consistent in the way they evaluate credentials, and provide training, educational opportunities, and opportunities to give back to the educational community. For us, consistency in everything we do is very important. Those are core principles, values, that NACES® espouses and they are what BYU is all about. We think NACES® has a better chance than anyone to capture a fraudulent document and to stay up to date with credential identification developments.”

The letter stated that the credentials of a prospective student to BYU, who was a citizen of a country that the United States considers a security risk, appeared to have been fabricated. The letter was sent by an external credential evaluation service that reviews applicants’ foreign credentials for BYU and that is a member of the National Association of Credential Evaluation Services (NACES®). The credential evaluator had earlier vetted the applicant’s transcript, determined that it was fraudulent, and told Crane to expect a copy of the letter and a possible contact from the FBI as a routine follow-up. For Crane, who is also vice president of the National Association of Graduate Admissions Professionals (NAGAP), the experience was just another affirmation that shifting the credential evaluation function from BYU staff to members of NACES® in 2008 was a wise choice. “It was definitely reassuring,” says Crane. “Our institution does not have adequate resources, adequate training, a sufficient document library, and the necessary experts in the field to sufficiently evaluate these documents, so in 2008, we transitioned to external credential evaluation services. The way we view the importance of this process has changed since 9/11. We didn’t want to be responsible for letting a student into the country based on fraudulent documents. The ramifications of such a scenario can be severe, let alone the negative attention our university would receive. This way the responsibility falls upon the credential evaluator, not us.” But not any credential evaluation service would do, Crane explains:

Since 1987, NACES® has assured U.S. higher education institutions using its members’ services that they are receiving high quality evaluations of student applicants’ foreign credentials and coursework. The members, which must submit themselves to NACES®’ rigorous standards with respect to training, resources, efficiency, good business practices, and ethical conduct, determine whether foreign credentials are authentic and accurate and recommend whether, and to what extent, credit should be awarded for valid credentials. Institutions themselves make the ultimate decisions as to whether to admit applicants and award credit for previous foreign coursework. But NACES®, which has 20 members, has performed its work
