Connection to the Educational Community - Members must show a record of participation in the larger educational community, such as links with the relevant international education associations. NACES®’ own relationships to such institutions date back to its formation. NACES®’ founders set up an initial review panel of five independent experts in international admissions from preeminent institutions such as MIT and Stanford University who had served in leadership positions at leading educational institutions such as the College Board, the Institute of International Education, and NAFSA to help launch the organization. “We chose very highly regarded leaders in the field to help us develop standards and how the association should be set up who were independent of any of us,” says Mariam Assefa, executive director of one of NACES®’ founding members. Ethics - Finally, NACES® members must show ethical integrity and independence. Members must be private and independent so as to avoid conflicts of interests that could otherwise sway their determinations. They must refuse to provide evaluations for documents that are phony or have been altered or falsified. Too, they must resist customers’ improper attempts to influence the content of evaluations to suit their particular purposes. Such integrity extends to business dealings with clients. NACES® members must, for example, state clearly and precisely the requirements for an evaluation; provide a schedule of fees, services covered, and time typically required to complete the

methodologies and such methodologies must be reviewed periodically to ensure that they are current. BYU’s Crane notes that NACES® members’ expertise allows them to process credentials swiftly, usually within three weeks, an important consideration for admissions offices. Their use of similar methodologies also yields more consistent evaluation results, says UNLV’s Sheinkopf.

Use of NACES® members’ credential evaluation services makes sense on many levels. In addition to increasing the scrutiny that credentials receive and reducing educational institutions’ liability for mistakes, other considerations, such as increasing efficiency and reducing costs, also support such an approach. Requiring applicants to obtain, and pay for, evaluations from NACES® members, the most common approach, reduces credential evaluation costs to higher education institutions and frees up admissions staff for other activities. “My experience is that notwithstanding the evaluation fees, the more serious-minded students will apply and the cost will not scare them away,” says UNLV’s Sheinkopf. “Only those who are less serious might question whether it is worth another $120 bucks, given that they must show access to $33,000 to attend our institution. Having outside credential evaluators perform this function also frees up our staff to do more qualitative communications with students in the field, instead of poring over foreign credentials in files that they couldn’t evaluate as accurately or consistently in any case. People also don’t realize that despite using a credential evaluation service, we still make the ultimate admission decision. NACES® members send us documentation to help us confirm that the credentials are legitimate and allow us to make sense of transcripts that are hard to evaluate.
