Evolution of a successful Partnership
SucceSSFul pArtNerSHip For educAtioN ABroAd requires time, commitment of resources, and constant reflection. Both Queensland University of Technology (QUT) in Australia and Minnesota State University Mankato (MSU) in the United States have committed to these parameters to provide a high quality international student teaching experience for MSU teacher candidates. How it Happened
Representatives from the MSU College of Education first visited QUT in Brisbane in May 2007 to discuss the possibility of an education abroad program in Australia for MSU teacher education students that would allow them to expand and improve their teaching practice, while also enabling them to experience the education system of another country and to be exposed to culturally diverse schools and classrooms. From the outset, the philosophy of the MSU College of Education was that student teaching abroad is too high stakes to be entrusted to “strangers.” So, it was important to develop personal relationships first that would then form the basis for an institutional partnership, and an appropriate commitment of resources. In the almost two years between the initial discussions and the first implementation of the program in March 2009, many decisions involving the design of the program had to be made. These included decisions about program structure and content, selection of host schools, selection of participating students, program duration and timing, type and location of accommodation, program timelines, and the respective responsibilities of MSU and QUT staff. Details were finalized during a second visit to Brisbane by the MSU representatives in March 2008. During this visit, the MSU representatives were accompanied by one of their teacher education students, who provided a student’s perspective on many of the choices. Several key decisions were reached during this second visit. For example, fourth-year MSU students in the final semester of their undergraduate pre-service education program would be targeted to participate in the Australia program. This final semester consists of a 16-week classroom-based field experience. So, for the selected students, 10 weeks would be completed in the United States (typically in Minnesota) and 6 weeks in Australia. Students would be selected based on their application, faculty recommendations, academic performance, and an interview. It was also decided to offer the program twice a year, in March and August. These were found to be the best times to fit both MSU schedules and the school and university calendars in Queensland. Both groups would have an opportunity for independent travel in Australia during term breaks. Selection of host schools in Australia was based on two main considerations. First, MSU wanted their students to have a diverse classroom experience while in Australia because the Mankato district of Minnesota is itself culturally quite homogenous. The population is largely of Northern European descent, although its demographics are changing due to migrant workers from Mexico and increasing refugee settlement, particularly from Somalia and the Sudan. Second, QUT’s main campus for education students is close to the Brisbane downtown area and there is already significant demand on nearby schools to host QUT students for field experience. Accordingly, QUT wanted to avoid using inner city schools for the MSU program. Both of these considerations could be met by locating the host schools near QUT’s regional campus in Caboolture, about an hour north of the city. In the Australian context, and particularly for Brisbane, it is more common to find communities of ethnic minorities and lower socioeconomic groups on city outskirts because housing tends to be more affordable than in the gentrified inner city urban areas. Thus, schools in the Caboolture area were able to provide the desired demographic diversity and were keen to be involved in the MSU
