International India: a turning Point in educational exchange with the u.S.

With a focus upon the expansion of educational exchange linkages with India, this volume highlights an important development for the U.S. higher education community and for international educators whose primary role is managing education abroad and widening opportunities for educational exchanges with emerging economies. Both American and Indian scholars and researchers contributed to this volume which lends itself to a highly balanced set of chapters representing perspectives from both nations. The book covers a wide range of critical topics including: national policy goals for both nations, internationalization of Indian higher education, the role of foreign providers in India, the growing and consequential role of Indian entrepreneurs in the United States, the differing perceptions of intercultural competencies by educators in both nations, and collaboration in engineering education. For several decades, there has been a large imbalance in the exchange and education of Indians in the United States and Americans in India. The introduction cites estimates that in the past 20 years, “perhaps one million Indian students have been educated in the United States …with estimates that approximately 80 percent have not returned home.” On the other hand, the number of U.S. students who studied in India in the year 2007–08 was only 3,100—and this represented an increase of 20 percent from the previous year.” When seen in the light of the past decade, the number of U.S. students studying abroad in India has increased 300 percent. In the other direction, enrollment

of Indian students at U.S. institutions has only grown 37 percent—thus, while the absolute numbers are not balanced, the relative increase of U.S. students deciding to study in India is a positive development. Due to India’s recent economic successes, expansive economy and the growing range of political cooperation between our two countries, India has taken on new strategic importance for U.S. higher education institutions. U.S. educational institutions see a new market for interuniversity linkages and perhaps branch campuses [pending disposition of new legislation in the Indian Parliament regarding the establishment of branch campuses in India] to bolster revenue during the continued economic downturn]. At the same time, India is a growing destination for study by a larger pool of international scholars and students [including those from the United States]. This number increased by 40 percent between 2005 and 2007. Indian policymakers appear to be well aware of the heightened interest in academic collaboration and in August 2010 announced plans to develop 14 “innovation universities” to be set up as models to help India become a global hub for education. The book outlines national policy goals—in terms of expanding binational ties—of both the United States and India (with a useful summary of academic partnerships in the appendix), however, I’d call attention to the chapter on India’s policy initiatives and the recent recommendations of its National Knowledge Commission (NKC). The scope of India’s needs at all levels—from K–12 to higher

education—is discussed by the advisor to the prime minister on public information, infrastructure and innovations: “The magnitude of the task in front of us requires not just local initiatives but a push to explore educational collaboration on a global scale…especially with the U.S.” The need for reform and innovation is best understood when considering that “With 57 percent of the country’s youth suffering from unemployability [emphasis added], lack of vocational skills is a critical problem in India.” And he goes on to say that the “higher education system is in crisis… With 55 million residents below the age of 25 and an abysmally low number of highquality universities, India is likely to see the supply of education—especially higher education—outstripped by demand in the coming years.” He supports the “liberalization” of the higher education sector to close these enormous gaps and he chooses to think beyond the old fears of “brain drain” and instead to think in terms of “brain gain.” There are several important chapters discussing the pending Foreign Educational Institutions Bill—which if passed by Parliament would greatly open up prospects for “foreign providers” to establish academic campuses in India—and the challenges of “liberalizing” higher education in India. The debate within India centers very much upon the issue of “privatization” of their higher education industry. There are many different forms of partnerships which currently exist between U.S. and Indian institutions [see the April 2010 issue of World Education Services News and Reviews for a summary], however, the most contentious
