ing with community college students, many of whom are already financially disadvantaged, that’s a huge challenge.” Fortunately, Heffron has the enthusiastic support from a Chancellor and Board of Trustees who believe in the benefits of education abroad and provide the funds for staffing and overhead. “I know that a lot of other community college study abroad program offices have not had that kind of support from their administrations,” she says. Even with dedicated administrative support, it’s a challenge to get students abroad. Because scholarship funds are so crucial to making education abroad possible for her students, and because the only institutional scholarships available are very small ($100– $200), Heffron spends a lot of time working with her students to find opportunities for outside funding, and guiding them through the application process. “I have definitely invested a lot of time into working closely with the students as they write their essays,” she says. At Madison Area Technical College, Bradshaw says, “The greatest challenge we have faced is the struggle to secure adequate staffing. It’s a common scenario that just one person coordinates international programs at community colleges, often as only a part of their job responsibilities. However, it is very difficult for a college to provide adequate due diligence to the management of health and safety for education abroad programs without at least one dedicated staff person. Even in institutions with relatively decentralized faculty or department-run programs, there is still a critical need for centralized emergency response and standardization of insurance, record-keeping processes, legal forms, and predeparture orientation.” Both Raby and Bradshaw stress the need to give programs time to build. “Some colleges planted their seeds several years ago and had a very difficult time getting the first study abroad program off the ground. The first year was not so successful, the next year a little bit more, the third year they’re offering two programs. You have to give programs time to take root. It’s hard to do that in a strained economy, but that’s what’s needed.” According to Bradshaw, “Part of the advantage

in spending 10 years to build a program is that you’ve got enough time to build up some grassroots momentum amongst the faculty. It’s not being imposed top-down, though we certainly have presidential and top leadership support, another key ingredient in moving things forward.”

Beyond Bootstraps
The good news is that, despite considerable challenges, education abroad at community colleges seems to be here to stay. “Student interest drives it,” says Raby. “At some point

if students ask for these opportunities often enough and strongly enough, the colleges will need to respond. And the colleges that are smart enough to offer study abroad are going to be the ones in the forefront.” Michael Allen, interim associate vice president for international programs and services at the American Association of Community Colleges says, “Some of our colleges have successfully courted businesses to support study abroad for students taking courses related to their sectors—the fashion industry, marketing, etc. Such arrangements are smart from a business perspective, since community colleges play such a huge role in supplying workforce needs and more and more local businesses are engaging in the global economy. It would be terrific and we believe in the nation’s best interest if more businesses would make that connection and begin to financially support, or even participate in the creation of, study abroad programs at community colleges. It would also be a wise financial investment for local governments to position themselves as players in the global economy, as welcoming venues for multinational corporations to do business or set up offices.” However, says Allen, institutions also need to be ready to step up. “In the CCID Troika model, prior to becoming eligible to participate in a study abroad consortium, each college president must commit to raising scholarship funding to offset each accepted student’s program cost.” Allen adds, “The federal government is providing some needed support to help community colleges increase the number of students who study abroad…However, more financial support and more opportunities are needed for community college students—who make up about half of all undergraduates in the United States.” What about the charge that in these times, education abroad at community colleges, though wonderful, is simply an unaffordable luxury? “It’s about equity,” Raby says, without missing a beat. “To quote [education writer and activist] Jonathan Kozol, ‘If it’s good enough for the richest of the rich, it’s good enough for the poorest of the poor.’ We now know—through academic stud-
