processes without sacrificing the quality or rigor needed to select great people. The studio team’s effort, coupled with support from top leadership, made it possible to screen 900 applications for 43 positions in less than three months. We wanted to send great faculty and staff to Doha, not just good ones, because they are the vanguard of the quality education available in community colleges, and on their return, they will be the critical mass to bring new intellectual perspectives home to our students. They also created an orientation process and developed a procedures manual to help Americans embrace a new culture and environment smoothly and relocate them successfully.

Overcoming challenges of Implementation for Success
Not all partnership activities went smoothly. Because interrelationships require grafting of formerly unrelated procedures into harmonious new complex units, the process takes time to develop and mature. The quintessential ingredient to ensure success—trust! Legal contracts attempt to increase success by reducing areas of uncertainty, anticipating the unknown, and ensuring mutual benefit or protection, but they can never foresee every challenge.

“White space” always appears after toasts have been made, bread has been broken, and the ink has dried. Trust then must be “on call.” For example, some of the most critical conditions to support HCC emigrants to Qatar were housing, transportation, schools for dependent children, and the educational facility itself. Yet because of the urgency and speed of the partnership’s forming, none of these conditions was fully resolved by the contract’s signing. Fortunately, a handshake and trust were in place. The factor of trust was earned through positive experiences with senior HCC staff who previously worked in Qatar. Because two-year public colleges are at least partially tax supported, they are community embedded and voter responsive. HCC’s vision is a bold and challenging one: to be the most relevant community college in the country, to be the opportunity institution for every student—essential to our community’s success. A critical element for success is a willing and confident leadership team that includes the Board of Trustees. International initiatives are articulated in HCC’s strategic plan and part of the leadership goals. Diversity is integral to the institutional fabric that starts with the board’s charge to the chancellor. Without the board’s support of knowledge transference globally

and return on the investment locally, the partnership efforts will fail. However, with their support and a tested leadership team, the processes are transportable with some adaptations to their new culture. Working with the SEC, HCC found solutions in Doha for many obstacles that might have derailed the partners’ goals. After finalizing the contract, the SEC leadership worked cooperatively to identify suitable housing, make arrangements to ship goods for faculty and staff moving their possessions, order textbooks for fall and spring semesters, and secure computer connections to ensure Houston and Doha could interface seamlessly. At the same time, the SEC was responsible to prepare the facilities and modify them to create the new CCQ. More than 1,500 students were recruited and assessed. Ultimately, 304 students were selected and enrolled in writing and math classes to increase their later success in an English-only learning environment before permanent staff arrived to begin teaching. Housing, transportation, and other essentials, like schools for dependents, had to be secured. Where schools were full, the SEC intervened to hold seats. Having a partner willing to use resources and leverage is critical to the entire project’s success. Rational and legal solutions are more challenging, especially with two foreign legal systems involved. Entering into contracts required finding variants to certain rules since governmental agencies operate under different regulations. HCC and CCQ compromised to allow the partners with the best and most reasonable contract solution to engage first. For example, it was easier for HCC to order textbooks and ship them than wait for the CCQ process that had never previously contracted with a textbook vendor. Not every country conducts business in the same way as the United States, especially in speed of operations. Internet service, an unexplored challenge during the contract phase, had to be solved after HCC staff arrived. The number, timing, and variation of holidays were an unanticipated hurdle as we raced towards opening day. Ramadan and Eid, religious holidays, occurred just as faculty and staff arrived in Doha, slowing
