down every process as we expected to be ramping up. Yet thanks to the willingness of the Qataris to work during their most holy period of the year, HCC met the target date, and we partners enjoyed three front-page news stories throughout Qatar.

Benefits of Partnerships
An ambitious maiden undertaking with a high-stakes partner is like the first pioneers crossing the prairie—full of hope and promise, fraught with risk, not for the timid. The role of leadership is to assess the benefits to the institution and then move to reduce risk and increase the likelihood of success. Clearly, improved opportunity for success is accompanied by more relevant prior experience, deeper transferable knowledge, more team stability and confidence, and stronger commitment from senior leadership. Of course, luck and hard work are unspoken essentials. Knowledge of the economic, political, and cultural congruencies between local and international environs aid the

leadership in connecting why going global is a local necessity. Leaders must be able to communicate these connections and one’s previous experiences, travels, and education about the countries can make the difference between success and failure. The overarching issue for colleges and universities considering partnerships with foreign institutions is this: Do both parties want to enact this relationship? If so, then how will they work together to achieve success? The answers, of course, depend on the mutual benefit of the venture. If the partnership has uneven outcomes, there are easy opportunities in the early stages to ensure it will never become a reality. While that is the most basic underlying reality, it must also be made explicit to all stakeholders so support is ongoing, especially when questions are asked, as they will be. Affirming the intent to make the partnership a reality cannot be overstated. For HCC, the benefit is ultimately to advance the mission of education for our students in more than a passive, local way

but in an active, global way by providing them the opportunity to experience other cultures through personal travel and study. This effort is also intended to impact the culture of HCC by providing our faculty and staff the opportunity to experience at a critical mass level another culture for a two-year period. When they rotate back to Houston, they will share their perspectives with the rest of the HCC community, thereby helping us learn we are all citizens of a larger community. Ultimately, we should all benefit through our helping shape another country’s appreciation for the gift of learning by bringing education to others, and thus we will help make this world a better place for those who come after us.
