Castello says budget cuts have also affected her programs, but challenges there started with the September 11, 2001 terrorist attacks. “Our University Center opened in 2001 and could have been a really strong attraction for international students, but it was so hard to get in the United States after September 11 that we saw a huge decline in our numbers,” she says. Others say booming enrollment has negated any worries over budgets. Khetam Dahi, assistant professor at East Los Angeles College says huge demand for ESL classes is keeping them quite full. “We have a huge program,” she says, with enrollment between 1,500 and 2,000 students. “It’s growing tremendously. We’ve gone from two full-time instructors to seven who teach for ESL, and the program has grown so big that we don’t have enough classes to offer these students. We’re turning many away.” many of their students, he says, have already completed degrees in their home countries, so they really are simply overcoming a language barrier before moving on. Jenison says he’s also seen increased demand, for many of the same reasons. “Over my past 10 years at AVC, I have seen the number of ESL seats triple from around 200,” he says. “Many of my students have migrated north from the Los Angeles area and San Fernando Valley in hopes of newer, larger, and more affordable housing, and better, safer neighborhoods and schools for their own children.” Those students, he says, find success in a number of ways. “We had a young Chinese woman who entered into level two of ESL, then participated in homestay and the honors program at AVC, and in just three years transferred to UCLA, where she graduated this year with a bachelor’s degree in business economics,” he says. Castello says her college has done several things to encourage students to continue their educations after the ESL program. “In 2007, we received state approval for a certificate of achievement,” she says. “It’s a PASS certificate and it recognizes passing the highest level ESL class. It’s transferrable and degree-applicable. For some students, it’s their first certificate and their first milestone. This allows them to walk at graduation, which is a very strong incentive to keep going with their educations.” Broadening their students’ experiences by requiring other courses along with ESL has also helped more who want to earn higher degrees. “Our own data showed us that ESL students who take courses other than ESL while they’re here succeed and persist to higher levels,” she says. “We combine those skills for them. We reduced the number of ESL units per semester and encouraged them to start taking computer and math courses.” “Our ESL students often take business courses, finance, or accounting,” says Lucy Carter, international student adviser at Canada

“A lot of our students go to UCLA or USC, and come in with that goal,” Dahi says. “They come here wanting to go to a university, and they work really hard to get there.” Others may not enroll in the ESL program specifically to go to a university, but wind up considering it once they get started. “One of the largest Chinese communities in the area is nearby,” she says. “Our dean of international students goes out and recruits students to come here. We deal with China and Vietnam and other countries and promote the program.”

She says that once they talk with someone from the school, high schoolers in the area see the benefits of starting out in her program. “Universities are so expensive now,” she says. “Community colleges offer these ESL programs and get students prepared to go to universities. And a lot of students find it easier to get a visa for a community college than for a university for some reason.” David Bernstein, assistant dean, English Language Institute, Westchester Community College, New York, agrees. “We get very large numbers of students in our program,” he says. “The majority are adults and their primary interest is learning English and becoming fully functional, but not necessarily going to college. We convert a lot of those folks to college students.” They do that, he says, by encouraging students to branch out into other departmental courses. Once they see they can handle the classwork, many choose to continue on to a four-year university. And
